101年度桃園縣土壤及地下水污染調查及查證工作計畫

中文摘要 本計畫內容為進行桃園縣疑似重金屬污染農地調查、列管場址污染改善完成驗證與定期巡查以及環境污染案件之緊急應變,並協助污染調查及預防管理工作。 在採樣檢測工作方面,本計畫已分別執行土壤、底泥及地下水採樣檢測工作。在土壤採樣檢測部分,本計畫已完成13件土壤採樣工作,其中3件農地重金屬調查檢測結果為鎘、銅及鋅兩項超過食用作物農地之土壤污染管制標準;1件工廠重金屬調查檢測結果為鉻及銅兩項超過土壤污染管制標準;2件加油站及1件盜油場址之總石油碳氫化合物超過土壤污染管制標準;1件陳情場址重金屬調查檢測結果為鉻及鋅兩項超過土壤污染管制標準,環保局已針對超過標準之地號進行公告列管;而5處場址之土壤污染驗證結果皆符合管制標準,環保局也陸續公告解除列管。在底泥採樣檢測部分,本計畫已完成2件底泥採樣工作,檢測結果為鉛、鎘、銅、鋅及鎳等五項超過底泥品質指標之上限值。在地下水調查方面,本計畫已完成8件地下水調查案件,除1處工廠監測結果苯、甲苯、氯苯、1,4-二氯苯、1,2-二氯乙烷及總酚等六項測值超過地下水污染管制標準,1處加油站場址苯及柴油總碳氫化合物超過地下水污染管制標準,1處漏油場址監測結果苯及柴油總碳氫化合物超過地下水污染管制標準外,其餘5件皆符合地下水污染管制標準。 在例行及行政工作方面,已巡查縣內區域性監測井,並針對其中23口井進行修繕工作;在3個場址共設置了4口地下水監測井;縣內列管污染場址亦完成每二月巡查2次;舉辦10場次宣導說明會;並協助審查地下儲槽系統業者及列管場址提送報告。 本計畫已協助環保局監督縣內土壤及地下水列管場址之改善,驗證污染場址之改善成效,審查加油站及列管場址提送報告,並配合執行污染陳情案件之調查。未來執行土壤及地下水污染防治作業,應加強監督污染場址之改善進度,另對高污染潛勢區進行土壤及地下水污染調查及監測,以防止污染源流佈至環境中,並持續利用土基會資料庫,建立縣內土壤及地下水環境背景資料,以利後續相關污染源調查及防治策略之擬定。

Soil and Groundwater monitoring and investigating in Taoyuan area for 2012

英文摘要 The tasks of this project consisted of investigating agricultural sites for suspected heavy metals pollution, validating remediation and routine field patrolling of the regulated pollution sites, emergency response to the environmental pollution cases and assisting in the pollution investigation and prevention management for Tao Yuan County. The sampling and analysis work for soil, sediment, and groundwater are in progress. At the present stage, thirteen soil samples have been collected from the sites for analysis. The analytical results for heavy metals indicate that cadmium, copper and zinc exceeded the food crop agriculture land soil pollution control standards in three agricultural site soil sample, chromium and copper exceeded the soil pollution control standards in one industrial site, total petroleum hydrocarbons exceeded the soil pollution control standards in three oil pollution site, and chromium and zinc exceeded the soil pollution control standards in one waste site, Environmental Protection Bureau (EPB) has promulgated the lots as regulated pollution sites. The analytical results of five regulated soil pollution sites were verified to be in compliance with soil pollution control standards and the EPB will remove these sites from the regulated list accordingly. Two sediment samples were also collected for analyses. The results indicate that lead, cadmium, copper, zinc, and nickel concentrations also exceed the upper limits of the sediment quality indicators promulgated by the Taiwan Environment Protection Administration. Eight groundwater investigations were also collected for analyses. The results indicate that benzene, toluene, chlorobenzene, 1,4-dichlorobenzene, 1,2-dichloroethane, and phenols concentrations also exceed groundwater pollution control standards in one industrial site, benzene exceeded groundwater pollution control standards in one gas station, benzene and total petroleum hydrocarbons as diesel exceeded groundwater pollution control standards in one oil pollution site, and the remaining five are in compliance with the groundwater pollution control standards. The other routine work completed includes guarding the regional monitoring well, maintenance and repair for 23 wells, four monitoring wells were installed in the three pollution sites respectively, and bi-monthly patrolling of the regulated pollution site. Ten public awareness meetings were held. In addition, the field specialists also provided assistance in reviewing the remediation reports and work plans submitted by the corresponding parties. The project has assisted the Environmental Protection Bureau (EPB) with supervising the soil and groundwater cleanup for the regulated sites, verification of the pollution sites, reviewing the reports submitted for the gas stations and regulated pollution sites, and investigating civil complaints. For the future project, we suggest that, supervise the improve progress of contaminated sites. Also apply more aggressive technique, like soil gas test, to find out potential contaminated sites and prevent the pollution spread. The GIS database build by EPA is a useful tool to layout the future strategy to manage the soil and groundwater protection and it should be utilized more often in future project.
