This is a continuative project which based on “The Plan of Landscape Assessment Guidelines under Environment Impact Assessment”. Due to the variety of environmental assessment projects and the highly differences in variety environment status, it is difficult to fit the practical needing in the reality. So, we modify and correct it through the project this year. In the meanwhile, we hope standardize and systematize operation procedure will reduce the controversial results of environmental assessment project in the past.
In this project, we collect and discuss the residential development, windpark development and road development three foreign environment assessment projects which are the most common development types in Taiwan. Through realizing the practical operate the landscape assessment classification, definition method and operate the prediction of effect in three types of project mentioned above showed that the landscape assessment put emphasized on structure completeness and assessment principle. There is flexibility on the operation and the analysis of the resource which should be based on the specific characteristics and analysis of the resource in the area. Furthermore, the experiences of the case studies were considered to be reference for landscape assessment technical specification this year.
Through three consult meetings and two draft negotiation meetings, we conduct the content and focus discussion in landscape technical specification. In addition, the advice of experts and scholars with relevant education background in landscape were considered for appropriate modification in our content. In addition, the assessment procedure was ensured and concept structure and operation content in technical specification draft was reviewed. In order to make the technical specification to meet the current law and prepare for the law announcement procedure, we held four internal meetings with Environmental Protection Administration. The procedure of the technical specification, operation method, assessment criteria and standard definition, assessment content format was reviewed and adjusted.
