101年度離島工業區連續自動監測查核計畫

中文摘要 本計畫執行工作項目中,執行離島工業區製程排放管道全面清查,共完成391根清查,完成率102%,該採樣位置均符合採樣設置規範,其中14根為台塑碳纖廠之石化製程排放管道,因現場設備配置因素未裝設流量計,已提報環保局,目前進行改善試車中。依CEMS管理安裝規範,單點量測其量測點應距排放管道壁一公尺以上且應在排放管道截面之中心區域(Centroidal area)內,依此基準篩選符合規定之管道共計有51根未來可列為新增設置CEMS監測設施之對象。 監測數據查核方面,協助完成各工廠連線管道上傳數據獨立連線,避免因總管理處安衛環中心之連線電腦故障而全面斷線之風險;協助各工廠完成傳輸模組(環保署2013版)更新,提升傳輸系統環境;執行固定污染源連續自動監測設施(CEMS)數據平行比對防弊分析4根次,分析結果顯示OP測值最易超出數據的平均值正負2倍標準差的範圍;連線數據審查及查核作業,日報缺值情形以南亞麥寮分公司較常發生,該廠因電腦設備故障已於102年2月報備汰舊換新中。即時缺檔則以塑化麥寮一廠(輕油廠)較常發生,而數據不符之情形,以塑化麥寮一廠、麥寮三廠發生頻率較高;至於發生數據狀態不符之情形者,則以塑化麥寮三廠發生頻率較高。 協助環保局針對新增監測管道及6家已設置監測管道之汰換申請審查,受理案件計22個製程之監測設施依個別測項進行汰換申請案件,辦理中項目包括設置計畫書、措施說明書、確認報告書申請。另台化海豐廠芳香烴三廠M07製程PG02管道提送新增監測設施審查申請。 系統與功能查核方面,本計畫共計完成進行33根次的現場法規符合度查核,完成率100%,依照各廠提送之設施確認報告書及監測數據品質保證計畫書進行現場核對查核,對於查核缺失部分均於現場告知,並為能確認各廠改善情形,工作團隊亦不定時至各場進行追查作業;Zero/Span查核完成33根次,完成率100%,其中麥寮汽電公司P401管道硫氧化物及氮氧化物測項之全幅偏移測試評等不良,經該善後再行複測完成;RATA監督檢測完成36根次,完成率109%,其中塑化麥寮一廠公用廠P04A管道、塑化麥寮三廠公用廠PB01管道,其氮氧化物之準確度分別為102年第一季11.4%及101年第二季13.07%,雖符合管制標準但明顯偏高,屬須加強查核項目;CGA查核完成33根次,完成率100%,其中麥寮一廠輕油廠P701之SO2測項、PD01之SO2、NOX測項、PS01之NOX測項、PT01之CO測項;麥寮一廠公用廠P01A之CO測項;麥寮二廠公用廠P301之CO測項、P501之CO測項;麥寮三廠公用廠PC01之CO測項;麥寮汽電公司P201之CO測項,亦屬須加強查核項目。 稽查檢測方面,監測結果所有測項合格率皆為100%,粒狀物/硫氧化物/氮氧化物檢測完成20根次,完成率100%;RAA稽查檢測完成30根次,完成率100%;RATA稽查檢測完成20根次,完成率100%,其中塑化麥寮一廠輕油廠P101管道CO測項、塑化麥寮二廠公用廠P201管道FLOW測項、塑化麥寮三廠公用廠PA01管道CO測項其差值平均值均大於信賴係數,已發文要求進行系統偏移校正(BAF)並完成改正。 廢氣燃燒塔方面,依據每日上傳之監測資料進行統計,顯示101年離島工業區廢氣燃燒塔廢氣總流量達562,981 km3,依據每日上傳之流量統計,使用事件日數最多之前三大公私場所分別為塑化麥寮一廠366日、塑化麥寮三廠337日及南亞麥寮總廠301日。其中部份公私場所事件日發生日數略有差異,為上傳資料有部份缺值造成,或是當日流量極接近規範限值,影響判斷結果;現場訊號比對查核,完成44根次,完成率100%,其中台化海豐廠(芳香烴三廠)(AE01)其測試結果訊號明顯異常,已於廠方改善後執行複測,並列為重點查核對象。

2012 Offshore Island Industrial Zone for Inspection of Continuous Emission Monitoring System Project

英文摘要 Implementing checking thoroughly the process’s discharge pipes of Offshore Industrial Zone of the implementation work items in this project, which have been completed a total of 391 pipes with a 102% completion rate, and all of the sampling locations are in accordance with the Sampling Set Specification. In which, including 14 petrochemical process pipes of Formosa Plastics Corporation Carbon Fiber plant are reported to EPA by the reason of flowmeters are not installed in field device configuration, and which are in trail operation to improve currently. According to the CEMS Management of installation specifications, measuring point of Single-point measurement should be at a distance more than one meter and be within the a cross-section of centroidal area, and sifting by this basis there will be 51 pipes conforming classified as new objects for setting CEMS monitoring facilities in the future. Aspects of the check of monitoring data, assisting in the completions that connection pipes in each plant upload data independently to avoid the risk which connected computer of Center for Environmental Protection, Safety and Health in main Administration Department breaks down to result in full-disconnection; assisting in the completion that transmission module(EPA 2013 version) updates, and enhances the transmission system environment; executing that CEMS data of stationary sources contrast parallel with the 4 pipe of anti-cheating analysis, and the analysis showed that measurement of OP is most likely to exceed in the range of the standard deviation plus or minus two times of mean value; about the inspecting continuous data and checking work, in the case of daily report lack of value is NAN YA PLASTICS CORP’s branch in Mailiao to occur more frequently, which had reported to replace the old computer equipment due to the failure. Lack of real-time data happens more often to #1 plant in Mailiao of Formosa Petrochemical Corp, and the situation of data not matching happens more frequently to #3 and #1 plant in Mailiao(light oil plant); and as for the situation that data status don’t match occur to #3 plant in Mailiao with higher frequency. Assisting EPA in inspection the application for the new setting monitoring pipes and replacement of monitoring pipes, and there are 22 cases accepted about monitoring facilities of processes to carry out application cases of replacement and newly set by individual test items, including establishment plan, measures manual, and confirmation report applications. Another inspected-application case submitted by Formosa Chemical’s Haihong plant #3 aromatic hydrocarbon plant to PG02 pipe of M07 process that established new monitoring facilities. Aspects of systems and function examined , the project completed a total of 33 pipe for the inspection whether the on-site regulations meet with the completion rate of 100%, according to each plant’s facilities ensured report and quality assurance for monitoring data plan submitted, as for the defects of inspection told at the scene, and to ensure the improvements of each plant, the work team also track down each plant occasionally; completing 33 pipe inspections of Zero/Span with the completion rate of 100%, in which the measured items of sulfur oxides and nitrogen oxides for P401 pipe of MAI-LIAO POWER Company the span drift rating are ill, and then completed retesting after improvement work; completing 33 pipe supervision inspections of RATA with the completion rate of 109%, in which P04A pipe of the Public plant of Mailiao #1 plant of Formosa Petrochemical Corp and PB01 pipe of the Public plant of Mailiao #3 plant of Formosa Petrochemical Corp, its nitrogen oxide accuracy were 11.4% in the first quarter of 102 and 101 in the second quarter of 13.07%, although compliance with control standards but significantly higher, belonging to the object that needs to be strengthened inspection; completing 33 pipe inspection of CGA with the completion rate of 100%, in which the measured items of SO2 for P701, SO2 and NOX for PD01, and NOX for PS01; CO for PT01 of the Public plant of Mailiao #1 plant of Formosa Petrochemical Corp; CO for P301 and P501 of the Public plant of Mailiao #2 plant of Formosa Petrochemical Corp; CO for PC01 of the Public plant of Mailiao #3 plant of Formosa Petrochemical Corp; CO for P201 of MAI-LIAO POWER Company, as mentioned above, also belonging to the items that need to be strengthened. Aspects of auditing inspection, all passing rate of the measured items of the monitoring results was 100%, completing 20 pipe inspection testing of Particle /sulfur oxides/nitrogen oxide with the completion rate of 100%; completing 30 pipe inspection testing of RAA with the completion rate of 100%; completing 20 pipe inspection testing of RATA with the completion rate of 100%; in which the measured items of CO for P101 of #1 Formosa Petrochemical Corporation Naphtha Cracking Plant, FLOW for P201 of the Public plant of Mailiao #2 plant of Formosa Petrochemical Corp, CO for PA01 of the Public plant of Mailiao #3 plant of Formosa Petrochemical Corp, the average of difference are greater than the Confidence coefficient, what had been issued notice to ask execute BAF and completed the correction. Flares, counted by the monitoring data uploaded daily and show that gas of flares of Offshore Industrial Parks total flow are 562,981 km3 in 2012, and which based on daily upload of discharge to calculate, the maximum number of working days among the first three for public or private premises were 366 days of #1 plant of Formosa Petrochemical Corp, 337 days of #3 plant of Formosa Petrochemical Corp and 301 days of NAN YA Mailiao PLASTICS General CORP. As to the working days, some of these public or private premises has slightly difference due to the lack of the data uploaded, or the discharge of the day has extremely closing to the specification limit, affecting the result judged; completing 44 pipe of field signal contrast inspection with the completion rate of 100%, in which the test results of Formosa Chemical’s Haihong( plant #3 aromatic hydrocarbon plant) (AE01) is obvious abnormal, what had retested after the plant improved and made into the key inspection objects.
