101年度雲林縣離島工業區揮發性有機物查核計畫

中文摘要 本計畫執行期程係自101年4月2日至101年12月31日止,共計9個月,主要工作目標為:1.針對六輕離島工業區揮發性有機物空氣污染物主要污染排放源之查核及檢測作業,並進行法規宣導及查核作業,減少揮發性有機物空氣污染物之排放量,以落實法令規範。2.藉由揮發性有機物空氣污染物排放現況調查,評估其排放量。3.加強進行原、物料輸送管線之洩漏偵測,以減少揮發性有機物空氣污染物之大量洩漏。4.落實空氣污染防制法中揮發性有機物空氣污染物之管制,減少其排放量。 目前列管工廠數共21個,有效許可證共172張,其中包含162張操作許可證及10張設置許可證。截至101年12月31日止,離島工業區已完成建造之製程數共171個,達環評預計建造之86.4%。離島工業區各工廠排放口數為398根煙囪、2,094,699個設備元件(101年第三季)、2,148個儲槽、142個裝載場及45座廢氣燃燒塔。其中排放口數以塑化輕油廠40根次最多,各占總排放口數的10.05%,其次以塑化烯烴三廠及台塑聚氯乙烯廠各22根次佔總排放口數的5.56%。儲槽則以南亞麥寮總廠的558座最多佔總數25.97%,其次以塑化麥寮一廠346座佔列管總數16.10%。設備元件則以元件數最多為塑化麥寮一廠559,674點佔列管總數26.71%,其次為台化海豐廠380,795點佔列管總數18.17%及台化麥寮廠202,990點佔列管總數9.69%。裝載場部份以塑化碼槽處28座佔列管總數20.74%最多,其次以大連化工麥寮廠20座佔列管總數14.81%及塑化輕油廠16座佔列管總數11.85%。目前列管中的廢氣燃燒塔共45根,以塑化輕油廠6根佔列管總數13.33%最多,其次為塑化輕油裂解二廠、三廠及大連化工麥寮廠各3根佔6.66%。 本計畫執行期間具體工作成果包括;設備元件稽查檢測點次共計50,006點,其公私場所設備元件濃度分布之區間,如(表6.2-6、設備元件抽測型式及濃度分佈)。以各公私場所洩漏點數及元件種類來比較,洩漏濃度超過1,000ppm,1,001~2,000ppm以塑化麥寮廠為最多洩漏數量為15點,2,001~10,000ppm仍以塑化麥寮廠為最多洩漏數量為13點,10,000ppm以上為塑化麥寮廠洩漏數量為4點,以上整合洩漏廠得知元件種類洩漏較多為閥(V),其原因是因為該元件之洩漏點經常作動,其次為法蘭(F),其洩漏點為元件與元件間的止洩墊片,若在反覆施壓鎖緊之後,墊片每單位面積的變形量達到極限,將造成墊片變形而導致流體外洩。 紅外線影像氣體微漏偵測儀(FLIR)偵測作業,已完成68個製程及3個共用管線、管架篩檢,共達208小時29分紅外線氣體成像儀之洩漏篩檢,發現16點洩漏,由(表6.2-32)可知洩漏元件型式,其中共有8點超過洩漏定義值1,000ppm以上,另外有7點超過洩漏管制值10,000ppm以上(如表6.2-30)。 儲槽固定儲槽氣密檢測作業,共完成91座列管固定儲槽氣密檢測作業,查核過程仍發現有6座(既存4座、新增2座)固定頂儲槽開口濃度>1000ppm;另於新增列管儲槽法規符合度查核方面,固定頂儲槽36座中尚有20座儲槽尚未安裝防制設備,(101.12.14)分別為台化SM3廠10座及台化SM1.2廠10座,其餘新增列管儲槽皆完成改善。 有機液體儲槽檢測作業,共完成20座儲槽量測,其中內浮頂有11座,固定頂有9座,量測結果最高檢測值大於1000ppm的儲槽,多儲存油類,儲存物質多為輕油及汽油,量測儲槽濃度與入料或出料之關係,由檢測結果發現儲槽於入料時液位上升且濃度也會上升,出料時液位下降濃度也下降,但儲槽若有氮封將使得儲槽濃度受到稀釋而影響實測值。 廢氣燃燒塔排氣組成掌握方面共完成11座燃燒塔廢氣成分分析,其中含有硫化氫且超過管制標準650ppm者有塑化輕油裂解三廠A203與塑化輕油廠AR05與AR06;另外含有苯者共有9座,其中以台化芳香烴三廠、塑化輕油裂解一廠最高。

The 2012 Project of VOC inspection in offshore industrial zones, Yunlin County

英文摘要 The execution of this project spans a nine-month period from April 2 to December 31, 2012. The main objectives: 1.Of volatile organics air pollutant emissions of major pollution source checking and testing operations for six light offshore industrial park, and regulatory advocacy and checking work to reduce emissions of volatile organic compounds in air pollutants, and to the implementation of laws and regulations. 2.Assess their emissions by air pollutant emissions of volatile organic compounds in the status of investigations. 3.Strengthen the raw material conveying pipeline's leak detection to reduce the large number of leaks of volatile organic compounds in air pollutants. 4.The implementation of the Air Pollution Control Act on the control of volatile organic compounds in air pollutants, contributed to the reduction in emissions. Currently the number of controlled factories is 21, and that of valid permits is 172, including 162 permits to operate and 10 permits to install. As of December 31, 2012, the number of processes having been completed in construction in off-shore industrial parks was 171, accounting for 86.4% of the estimated construction under environmental assessment. There are 398 chimneys, 2,094,699 equipment components (the third quarter of 2012), 2,148 reservoirs, 142 loading yards and 45 flares in offshore industrial parks. Of the above, 40 chimneys are at the plastic crackers, taking the biggest share at 10.05% of all the chimneys, followed by 22 each at the #3 Olefin plant and the Formosa PVC plant, each accounting for 5.56%. Nan Ya Plastics Corporation Mailiao plant has the most reservoirs, 558 of them accounting for 25.97% of total, followed by the Formosa Cracker Mailiao first plant with 346, accounting for 16.10%. Formosa Cracker Mailiao first factory has the most equipment components, 559,674 of them accounting for 26.71% of the total number of controlled components, followed by Formosa Chemical Haifeng plant, with 380,795 components, which is 18.17% and Formosa Chemical Mailiao plant, with 202,990 components, accounting for 9.69%. Formosa Chemical Terminal Storage Tank Area has the most loading yards, with 28 of them, accounting for the largest 20.74% of all controlled number, followed by Dairen Chemical Corp. at Mailiao with 20 yards, 14.81% and Formosa Cracker plant with 16, 11.85%. There are currently 45 controlled flares in all, of which six are at Formosa Cracker plant, accounting for the biggest 13.33%, and three at each #2, #3 Formosa Naphtha Cracker plants and Dairen Chemical Corp. at Mailiao, 6.66% each. Concrete results of tasks during the execution period of this project included: the equipment components inspectors detected a total of 50,006 points, its public and private premises equipment component concentration distribution range in table 6.2-6、Equipment element detects the type and concentration distribution. To various public and private spaces leakage points and component types to compare the leakage concentrations exceeding 1,000 ppm, and the Formosa Mailiao plant within the range of 1,001 ~ 2,000 ppm majority, the leak quantity to 15; within the range of 2,001 to 10,000ppm, continue to Formosa Mailiao plant number of leaks is the largest leak the quantity of 13. The leaks concentration more than 10,000ppm is Formosa Mailiao plant, the leak quantity to 4. The flange(F) is followed easily leak, that is because the leakage point is ended drain pads, between the elements in the the repeatedly pressuring locking, the amount of deformation of the gasket per unit area reaches the limit, and will cause the gasket deformed to cause fluid leakage. The IR image gaseous leakage detection (FLIR) completed a total of 208 hours 29 minutes of screening by imaging in 68 process and 3 shared pipeline, pipe rack screening, and found 16 cases of leakage, leak form of the Table 6.2-32. There are a total of eight above the leak definition of a value of 1,000ppm, and seven more than the leakage control value of 10,000ppm (Refer to Table 6.2-30). The fixed tank airtight testing operations completed a total of 91, and the process of checking found six(4 old, 2 new) fixed roof tank opening concentration> 1,000ppm. For additional control part of the storage tank regulation compliance inspection, that republic of fixed roof storage tanks 36, 20 tank which is not already installed control equipment, there were 10 each tanks belongs to Formosa Chemical SM3, SM1 and SM2 plant, and the rest of the new additional tube tank were completed to improve. Organic liquid storage tank testing operations section, completed a total of 20, which contains the internal floating roof 11, 9 external floating roof. The measurement results of the highest detection value greater than 1000ppm tank, the main storage oil storage material for light oil and gasoline. Measuring the concentration of tank feeding or discharge relationship, that found by the test results, when the tank feeding level rises and concentration will rise, and material level drops concentration also decreased, but if tank nitrogen seal and will allow the tank concentration by dilution affect measured value. The flare emission composition checking completed analysis in 11 flares. Those containing hydrogen sulfide which also exceeded the criterion of 650ppm were A203 and AR05、AR06 at Formosa Cracker. There were also 9 flares found with benzene content, Formosa Chemical #3 aromatic hydrocarbons plants and Formosa Naphtha cracking #1 plant. being the worst.
