環境教育輔導增能專業服務工作計畫

中文摘要 本計畫包含八項工作項目:(一)、針對各級主管機關及相關單位,辦理北、中、南、東環境教育設施場所認證分區說明會;(二)、有意願提出申請環境教育設施場所認證的單位訪視200場次;(三)、有意願提出申請環境教育設施場所認證的單位輔導150場次;(四)、協助辦理102年6月30日前已通過認證之環境教育設施場所名單訪查;(五)、協助整合並建置各級主管機關及中央目的事業主管機關對於申請環境教育設施場所認證單位之查核管理機制及其權責辦理事項;(六)、蒐集分析行政院環境保護署環境教育認證審查小組專家學者委員、中央目的事業主管機關、各級主管機關及各級學校對環境教育設施場所推廣環境教育之需求;(七)、協助研訂及撰寫環境教育設施場所認證申請作業指引;(八)、辦理前述第五、六項工作項目諮詢會議4場次。內容概要如下: (一) 完成北中南東環境教育設施場所認證分區說明會共計5場次 102年3月29日至4月15日期間,於全國北、中、南、東各區辦理5場次說明會,共計346個單位、總人數533人參與。每場說明會安排4小時增能課程與申請說明,成效顯著。 (二)完成有意願提出申請業者訪視合計206場次 完成206場次訪視紀錄,並依格式完成紀錄填報,同時評估場所潛力,思考進一步輔導的可能性。 (三)完成有意願提出申請業者輔導會議合計154場次 完成154場次輔導會議紀錄,並依格式完成輔導會議紀錄填報。 (四)協助委託單位辦理已通過認證之環境教育設施場所訪查作業合計64處 102年5月6日至11月12日期間,協助委託單位辦理102年6月30日前通過的環境教育設施場所訪查工作,共64處。 (五)完成建置各級主管機關及中央目的事業主管機關查核管理機制及權責辦理 藉由諮詢會議的召開與意見彙整,完成整合中央部會、地方政府主管機關對於申請環境教育設施場所審議涉及之權責分工原則相關事項。 (六)完成環境教育設施場所推廣環境教育之需求調查 藉由諮詢會議的召開與問卷調查的方式,完成中央目的事業主管機關、各級主管機關及各級學校對環境教育設施場所的需求評估。普遍認為環境教育設施場所應展現多元類型與特色,同時應具備專業團隊人力,訂定永續的環境教育營運目標,確保學習品質。 (七)完成「環境教育設施場所認證申請作業指引」 於期中報告前完成撰寫,協助業者對認證申請的認識,並了解申請應具備的內容資料,目前已放置在環保署環境教育網頁提供大眾下載。 (八)完成第五、六項工作項目諮詢會議4場次 工作項目五於102年9月6日及13日完成辦理;工作項目六於102年5月27日及28日完成辦理。

Professional Consulting Service Project for the Empowerment in Environmental Education

英文摘要 This project includes eight work items: (1) To hold regional explanation sessions on the Certification of Environmental Education Facility, respectively in northern, central, southern and eastern Taiwan, aiming at the competent authorities at all levels as well as relevant agencies (2) To arrange 200 visiting to help inspect agencies interested in applying for Environmental Education Facility Certification (3) To provide 150 guidance counseling to agencies interested in applying for the Environmental Education Facility Certification. (4) To assist in checking agencies which have already been granted the Environmental Education Facility Certification since June 30th, 2013 (5) To assist the competent authorities at all levels and the central industry competent authority to integrate and establish the examination mechanism and the responsibilities in terms of Environmental Education Facility Certification. (6) To collect and analyze the demands of environmental education promotion suggested by the review panel, scholars, experts, commissioners of Environmental Education Facility Group organized by Environmental Protection Administration Executive Yuan, as well as the central industry competent authority, the competent authorities and the schools at all levels. (7) To assist in regulating and editing the application guidelines for the Environmental Education Facility Certification. (8) To arrange four consultation meetings for the purpose of point 5 and 6 mentioned above. The contents are as follows: (1) Completing five regional explanation sessions on Environmental Education Facility Certification, in northern, central, southern and eastern Taiwan. Starting from March 29th, 2013 to April 15th 2013, five regional explanation sessions have been held in northern, central, southern and eastern Taiwan respectively. There were 346 agencies and 533 participants in total. Each explanation session orientation included four hours for empowerment courses and application guidelines. The result was remarkable. (2) Completing 206 visiting to help inspect agencies interested in applying for the Environmental Education Facility Certification. We completed 206 inspections and filled in the record form as requested. We now assess the potential facilities as well as the possibility to provide further supports. (3) Completing 154 workshops to support agencies interested in applying for the Environmental Education Facility Certification. We completed 154 guidance counseling and filled in the record form as requested. (4) Assisting 64 commissioned agencies to check their facilities which have already been certificated. Between May 6th and November 12th, 2013, we have assisted 64 commissioned agencies to check their facilities which have been certificated before June 30th, 2013. (5) Establishing the examination mechanism as well as the responsibilities of the competent authorities at all levels and the central industry competent authority. By arranging consultation meetings, we have collected different opinions and integrated the relevant issues in terms of examining the applications of the Environmental Education Facility, the job allocations and responsibilities between the central authority and the local competent authority. (6) Completing the investigation of the needs for the environmental education promotion by the Environmental Education Facilities. We collected the demand assessment forms of the Environmental Education Facility Certification from the central industry competent authority, the competent authorities and the schools at all levels by arranging consultation meetings and conducting questionnaire surveys. In general, they believed that the Environmental Education Facility Certification should display the diversities and unique features. Moreover, each facility should have a professional team to set up a goal of sustainable environmental education in order to guarantee the learning quality. (7) Completing the application guidelines for the Environmental Education Facility Certification. We accomplished the guidelines before the mid-representation and assisted the agencies to understand the procedures of the application and the documents which they should prepare. All the information has already been uploaded to the website of Environmental Protection Administration Executive Yuan for the public to download. (8) Arranging four consultation meetings in order to accomplish point 5 and 6. Point 5 has been completed on 6th and 13th of September, 2013. Point 6 has been completed on 27th and 28th of May, 2013.
