This project contains three main points: 1. Reviewing and analyzing the current two online reporting announcements, proposing suggestion for adjustment, and conforming to the requirement on industrial waste control. 2. Assisting to draft Industrial Waste Management Regulations for relevant units to follow. 3. Assisting to organize public hearing and discussing meetings and providing all kinds of documents and files for all units to compile and analyze.
Regarding the review of the current two online reporting announcements, it includes the feasibility of announcement integration, the review of 5 items (adding announcements on industrials, reviewing reporting items, regulating the commission to report, compiling affairs that environmental units have to do, and simplifying the reporting process) on compulsory control, and the review of the suitability of the title. Through comparing with the current management regulations, the revision of the regulations can be confirmed. About the announcement integration, we have completed to integrate the original 20 items in 2 announcements to 13 items. About the suitability of the title, the title of the announcement has been simplified to “Online Reporting Waste Clearance Businesses and Regulations.”Additionally, 5 categories on expanding control industrials and 2 items of announcements on management units and reporting agents are added, and the revisions of articles have been completed based on the review results.
Secondly, the draft of Industrial Waste Management Report Operating Procedure has been completed, and four parts, including regulated members, time of the reporting, content of the reporting, and management of the reporting, are involved. Additionally, the important points of reporting on different kinds of members have been also addressed for relevant units to take as the reference for conduction.
Thirdly, public hearing and discussing meetings have been organized and administrative supporting has been done. Three public hearing and discussing meetings were organized in 14, 15, 20, May 2013, providing press conference to announce the revision and conference information of EPA Minister and supervisors’ reporting. Moreover, options provided by all units are compiled and adopted to the announcement revision.
