This Project was implemented over the period from November 14, 2012 to August 31, 2013. The main objective of the Project was to analyze the suitability of the current control levels provided by the Toxic Chemical Substances Control Act, and to establish standard operating procedures (SOPs) and a basis for discourse with respect to the evaluation of control levels for controlled toxic chemical substances. The project results included: (1) Collection of information regarding current toxic chemical substance control levels in the U.S.A., Canada, Japan, and the European Union, and as specified by Strategic Approach to International Chemicals Management (SAICM) and by international convention, etc., as well as the compilation of draft SOPs for controlled toxic chemical substances control level appraisal and the formulation of discourse and proposals relating to the control levels for controlled toxic chemical substances that have already been formally announced. (2) Planning of a multi-stage review of controlled toxic chemical substance control level operations, and completion of a first-stage domestic use survey of the current state of use of 50 toxic chemical substances (including DEHP, etc.) within Taiwan; with respect to 11 toxic chemical substances of key importance (including asbestos, etc.), it was proposed that priority should be given to appraise the possibility of adjusting the existing control levels, reviewing the control levels and the regulations governing prohibition of use, and recommendations were made regarding related management issues. (3) Assist in the formulation of standard review procedures of toxic chemical substances for application of import/export. With respect to 183 toxic chemical substances (including chlordane) for which import/export regulations have not yet been formulated, a priority order has been established for the tranche-by-tranche establishment of import/export regulations, to facilitate the improvement of toxic chemical substance import/export management operations.
