101年度桃園縣街道揚塵洗掃作業及街塵減量效益評估管理計畫

中文摘要 (1) 洗掃街作業:自101年08月31日開始執行,至102年08月30日為止洗街34,139.1公里,達成率106%;掃街21 ,203.9公里,達成率106%;另公有掃街車執行232,604.2公里,公民營洗掃街合計完成287,947.21公里。 (2) 減量評估:累積洗掃長度為287,947.21公里,依據環保署減量公式(削減量=執行長度×減量係數)推估,TSP約可減量3,973.67公噸/年,PM10約754.42公噸/年。 (3) 道路普查:道路普查共計完成6287.3公里調查工作,範圍包括了桃園市文中路、國際路、大興西路、中山路、介壽路;中壢市範圍則計有中華路、中園路、元化路等主要聯外道路。 (4) 公有掃街車現場查核:每輛每半年查核一次,共計查核122輛車次。 (5) 街塵負荷量:每季針對20條主要道路進行檢測,共計完成100條檢測作業。針對縣內道路進行街塵採樣調查評估結果顯示,比較未洗掃前與洗掃後之街塵及坋土,其洗掃效率分別為45.3%及59.6%,代表加強執行洗掃作業可降低街塵負荷,及由道路普查結果規劃洗掃街作業路段和分析減量成效。 (6) 宣導示範會議:辦理鄉鎮市公所洗掃作業示範推廣宣導會議於101年12月13日召開,宣導對象為各作業人員共計56人出席與ECO-Life更新,每月進行更新,共計12次更新。 (7) 建立洗掃大車隊執行查核監控系統:為查核各洗掃街車,充分運用各鄉鎮市洗掃資源使用率,並提升作業品質。於計畫期間針對GPS系統進行改革,由初期只要出車就計算里程之無監督系統,至後期須符合各項環保署洗掃手冊才累積里程之監督系統,使公有車輛總達成率由計畫初期11.9%至計畫結束時已提升到70.7%,更引入智慧APP線上即時監督系統,得以減少人力及資源的消耗,達到節能減碳的最終目標。

Taoyuan County street sweeping operations and street dust reduction performance assessment management plan

英文摘要 (1)Street dusting and cleaning: Start from August 31, 2012 to August 30, 2013, street washing 34,139.1 km, achievement rate is 106%; street sweeping 21,203.9 km, achievement rate of 106%; and public cleaning vehicle execution 232,604.2 km, total public and private street cleaning and sweeping are 287,947.21 km. (2) Reduction Assessment: Cumulative sweeping length are 287,947.21km, according to the EPA reduction formula (Reduction = Execution Length ×Reduction Factor), estimated that approx reduction of TSP could be 3,973.67 tons / year, and PM10 approximately 754.42 tons / year. (3) Road Census: The road census completed a total of 6,287.3 km, including that main access road in Taoyuan City and Zhingli City, such as Wenzhong Road, Guoji Road, Daxing West Road, Zhongshan Road and Jieshou Road in Taoyuan city; Zhonghua Road, Zhongyuan Road and Yuanhua Road in Zhongli city. (4) Public Sweepers on-site Check: Check each vehicle once per every six months, total checking 122 vehicles. (5) Street Dust Capacity: Detected 20 major roads every quarterly, completed a total of 100 testing operations. County roads for roads dust sampling survey shows the street dust and silt sweeping efficiency were 45.3% (before sweep) and 59.6% (after sweep), which means strengthening the implementation of sweeping operations can truly reduce street dust load. Also could planning sweeping sections and analysis the efficiency of reduction from the result of road census. (6) Demonstration Advocacy Meetings: The local governments sweeping job demonstration advocacy meeting was held at December 13, 2012; advocacy targeted were operating personnel with a total of 56 people attended, and updated ECO-Life, updated monthly, a total of 12 times updated. (7) Establishment of the Republic of washing and sweeping fleet monitoring system: Making full use of the local governments sweeping resource utilization to check the washing sweepers and improve job quality. During project periods reform GPS system, as long as the initial calculation of mileage dispatch the sweepers on the unsupervised system, compared with the supervision system of calculation of mileage comply with all EPA specified operations regulations at the later period. Make the public vehicles total reaching rate from 11.9% in the initial raised to 70.7% till the end of project. In the end lead into intelligent APP online instant surveillance systems to reduce the consumption of manpower and resources to achieve the ultimate goal energy saving and carbon reduction.
