To fully implement Low-Carbon and Sustainable Living Area of Every Family Promotion policy in every family, Environmental Protection Administration Executive Yuan in 2012 performed “Low-Carbon and Sustainable Living Area of Every Family Promotion Project”, which contains four major low-carbon living area (North, Middle, South, and East) and four low-carbon demo city infrastructure planning. Choosing four low-carbon demo cities as representatives, which include New Taipei City, Taichung City, Tainan City, and Yilan County, for promoting low-carbon sustainability in each living area as a major issue and solution.
To promote recycling communization relevant tasks, Environmental Protection Bureau of Tainan City Government had made efforts in increasing recycling and reducing wastes, and continuous works in activity centers of each district/village in the past for encouraging establishment of “Zero Waste Recycle Utopia” Recycling Center. For sustained promotion of each relevant task and of energy conservation and carbon reduction concepts to all citizens, Environmental Protection Bureau in this year authorized professional technical consulting institution to assist performing “Year 2012 Low-Carbon City Early Stage Promotion Plan- Recyclable Society Construction Plan Authorizing Project”. Except for using mobile advocacy method, travelling around 37 administrative districts and 752 villages of the city to promote recycling and low-carbon related concept, Environmental Protection Bureau also built 3 locations of Recycle Utopia (Community Recycling Station) and regional recycling system, and also built 1 location of recycling and sustainable use information materials and exhibition center that disseminates recycling relevant concept to citizens.
This plan’s final report has completed the following tasks:
1. Performing a total of mobile advocacy activities in 37 districts of the city. Except for convening press conference in the 1st activity and announcing mobile train activated and total participants exceeding 250 people, remaining activities have approximately 50-100 people each. For second-hand items and one-dollar bidding items’ auction income, except for 1st activity’s auction income $10,547 dollars, remaining is approximately $300-800 dollars’ average for each activity. Total amount for selling 2nd hand items is $27,181 dollars.
2. Mobile advocacy activities had collected a total of 1,577 effective questionnaires with more female than male participants (1:1.89), more above 60 year-old female citizens, and lower than elementary school education level (54.15%). Approximately 55.61% citizens know Tainan City is now promoting low-carbon city activity, and 10 major energy conservation and carbon reduction relating no-retreat actions. Currently had accomplished “Recycling Classification” (88.71%) as most ideal result; secondly, “More Vegetables Less Meats” (86.05%) and “Garbage Reduction” (83.39%) are easier to realize into daily lives. And, “Use (Electric) Bike as Transportation” and “Use Public Transportation” is harder to implement; this is possibly due to lower availability rate of electric bikes and lower coverage rate of public transportation in some areas that cause this energy conservation and carbon reduction policy harder to implement.
3. Completing mobile advocacy in 37 districts, a total of 752 villages, of the city.
4. Proceeding reconstruction work for 30 Recycling Stations in three administrative areas including Dongshan District, Xuejia District, and Houbi District and regional recycling system’s relative tasks.
5. Building one Recycling Advocacy and Exhibition Center in front of Shanhua District cleaning team square, named as “Tsang Jin Ge Shanhua Guan” and commence unveiling ceremony’s press conference in November 23 2013 and monthly advocacy activities, with a total of 476 participants, recycled waste/dry batteries 57.5 kg, waste cellphones 43 pieces, battery charger (travelling) 60 sets, waste cooking oil 1200cc, used clothes 46 kilograms, mobile power bank 4 pieces, second-hand book exchange for bonus points 2 participants for 20 books, glass bottles 6 kilograms, and receive great result.
6. Adding up a total of 11 print media and electronic media for Advocacy and Exhibition Center that published relevant news; amongst them, FTV (Formosa TV) had intensive broadcasting regarding unveiling and advocacy activities, needless-stapled foldable book’s in-depth report between November 22 – 23.
