101年度臺南市環境保護計畫編撰計畫

中文摘要 臺南市環境保護局為貫徹環境基本法的立法要旨與精神，並依循地方環境保護計畫編審作業要點之內容，於本年度進行「臺南市環境保護計畫編撰計畫」專案；期使「臺南市環境保護計畫」能貫徹「國家環境保護計畫」之理念，配合永續發展策略及臺南市推動低碳城市工作內容，並考慮臺南市轄區自然及社會條件需求及國際環保潮流趨勢之發展，進行階段期程性之環境保護工作規劃。期使在永續經營臺南市特有的環境資源主軸下，凝聚各方之共識，奠定臺南市恆久發展之基礎。 為完成臺南市環境保護計畫的撰寫，則是藉由背景資料收集與凝聚共識會議所完成；背景資料收集的範圍包括國家環境保護計畫、地方環境保護計畫編審作業要點、臺南市綜合發展計畫、臺南市永續發展計畫、建設新臺南十大旗艦計畫、看見未來白皮書政見、臺南市中程發展計畫、臺南市年度施政計畫、其它相關重要計畫。在凝聚共識會議方面，則藉由跨科室協調會議資料之整合及初期成果公開座談會之民眾參與機制，依據「地方環境保護計畫編審作業要點」規劃架構與格式，完成撰寫「臺南市環境保護計畫」。 臺南市環境保護計畫之願景為「環保低碳、永續台南」，其計畫架構包括「去污減排」、「低碳永續」、「環境友善」及「國際合作」四面向，「乾淨土地」等19項議題，在策略措施方面，總共提出37項策略、87項實施方案及40項計畫。在評量指標部份，總計研提35項指標。希冀藉由相關策略措施之擬定，規劃未來臺南市環境保護工作之藍圖；藉由相關環境指標的研訂，評量各計畫的實際實施成效，並作為未來工作計畫規劃之重要參酌依據。

英文摘要 In order to implement principle of Basic Environmental Act and Regulation of editing Local Environmental Protection Plan, Environmental Protection Bureau of Tainan City commenced compiling Tainan City Environmental Protection Plan. Tainan City Environmental Protection Plan will be in accordance with National Environmental Protection Plan, Tainan City Strategies for Sustainable Development, local natural resources, local social conditions and internationally environmental trends. On the basis of both management of unique resources and consensus, Tainan City will development sustainably. With a view to complete Tainan City Environmental Protection Plan, it was necessary to deal with both collecting background data and convening various meetings. As far as data collection is concerned, it involved in various data collection and important plans. With regard to crucial meetings, crossing divisions meetings and public forums were hold to reach a strong consensus. In conclusion, the vision of Tainan City Environmental Protection Plan is- Environmental low carbon, Sustainable Tainan. In order to reach this vision, a strategic management system consisted of 1 vision, 4 aspects, 19 important issues, 37 strategies, 87 implementing plans, 40 action plans and 35 indicators was set. By means of this strategy planning and indication system of Tainan City Environmental Protection Plan, it will act as a guideline and lead developments related to environment towards sustainability.
