This plan has a 11-month execution period from Apr 1, 2011 to Feb 29, 2012 and includes the main tasks as follows: 1.Allocating the human power appropriate for carrying out the inspection and control operations in this plan; 2.Checking the compliances with pollution source regulations, which includes at least 21 inspections in the offshore industrial parks (counted by factory permit); 3.Processing cases of appeal, which requires arrival at the scene within 30 minutes after receiving the case report from people and the execution of pollution source investigation and determination; 4.Carrying out permit control, including the review and approval of applications for permit to all stationary pollution sources in the offshore industrial parks and carry out operations of supervision and testing, 100 of which on fumes and 100 on equipment and elements; 5.Processing continuous automatic monitoring of facilities and systems and in-line transmitted inspections; 6.Inspecting the use and estimating the pollution volume of the flares; 7.Carrying out total emission control by comprehending quarterly emission and comparing quarterly payable air pollution fees and relevant data; 8.Inspecting the quality assurance function of the testing stations and the monitoring stations of peripheral emitted gas and evaluating the inspection results at each station; 9.Assisting in the related management operation of pollution sources and carrying out the emergency responses related to stationary pollution sources in cooperation on the County’s air quality deterioration or major air polluting incidents; The stationing of personnel are completed within 10 working days commencing the plan executing date, pre-training of the staff should also be completed. The contents and progress of the operations are as per the original plan and consistent with the contractual requirements.
The 21 firms in the offshore industrial park have obtained operation permit to 165 processes and installation permit to eight.
The total emission in the offshore industrial parks in 2011 were 1102.33 ton of particulate matters, 5798.961 ton of sulfur oxide, 13731.319 ton of nitrogen oxide and 2341.963 ton of volatile organic compounds.
In the category of particulate matters, Mailiao #1 plant of Formosa Petrochemical Corp. accounted for 37.4%, the biggest part of total emission, with 412.28 tons, next to which were Mailiao Steam Generating plant, 304.613 tons, representing 27.63% and Mailiao #3 plant of Formosa Petrochemical Corp. 163.843 tons, 14.86%.
As with sulfur oxide, Mailiao Steam Generating plant emitting 1886.434 tons, accounting for 32.53% of total emission was the biggest, followed by Mailiao #1 plant of Formosa Petrochemical Corp. with 1842.1275 tons, 31.76% and Mailiao #3 plant of Formosa Petrochemical Corp. 728.2575 tons, 12.56%.
As with nitrogen oxide, Mailiao #1 plant of Formosa Petrochemical Corp. was on top with 3659.99 ton, accounting for 26.64% of total emission, followed by Mailiao Steam Generating plant with 3355.084 tons, 24.43% and Mailiao #3 plant of Formosa Petrochemical Corp. with 3146.979 tons, 22.91%.
In the category of VOC, Mailiao #1 plant of Formosa Petrochemical Corp. was the biggest emitter with 1021.041 ton, representing 43.60% of the total emission, followed by Mailiao plant of Formosa Chemicals & Fiber Corp. 254.522 tons, 10.88% and Haifong plant of Formosa Chemicals & Fiber Corp. 241.597 tons, 10.32%.
The concrete results of the tasks in this plan include: the inspection in 21 factories, which comprised of the legal compliance check on the operation permit of a total of 166 processes and the comparison of the real on-site operation against the permitted contents. The results were 51 cases of noncompliance in those 166 processes.
