102年度新竹市土壤及地下水污染調查及查證工作計畫

中文摘要 新竹市位於臺灣地區之西北部,屬台灣北部區域內,介於台北市與台中市 之地理中心,近年來受台灣地區高度成長之影響,工業化與都市化逐漸顯著, 隨著多項交通建設之完成、以及科學工業園區等相繼開發,業已形成新竹都會 區之雛型。而依據土水法相關條文規定,為防治土壤及地下水污染,地方主管 機關必須針對轄區內土壤及地下水品質進行定期檢測、污染調查與民眾陳情案 件查證工作。 台灣地區地震頻繁和地下管線鏽蝕等潛在問題,均有可能在加油站油品儲 存和輸送過程中緩慢地外洩於地下土壤。如果油品外洩點有地下水流通,更可 能由於地下水之傳導,將加油站之有機油品污染到地下水下游。尤有甚者,如 污染區域居民使用或飲用地下水,更擴大加油站油品污染範圍和影響;而新竹 科學園區內不乏有高污染潛勢產業,亦可能不慎洩漏排放污染物質累積於土壤 中,同時藉由雨水逕流及地下水補注等方式,而造成地下水水質污染。 土壤方面,主要分為加油站油品外洩的土壤污染及工廠原物料堆置、廢棄 物不當掩埋或廢水滲漏所造成。加油站的地下土壤污染大多因加油站地下油槽 管線因地震或腐蝕造成油品緩慢外洩,污染周圍土壤。加油站油品洩漏所導致 之土壤污染是一般民眾較不易感知的污染。工廠部分,環保局歷年已透過相關 計畫調查,逐步進行轄區內之廢棄工廠或地下工廠之土壤污染調查。由上述污 染環保署及環保局委外之研究計畫結果顯示,新竹市之土壤及地下水部分已遭 受到重金屬及有機物質污染之影響,故應加強對本市潛在性污染源之土壤與地 下水進行監測,以防範可能污染擴大情形。 為延續新竹市所建立之土壤污染調查資料,本計畫彙整相關土壤及地下水 監測計畫之歷年數據,進行土壤及污染列管及追蹤。同時,根據土壤污染來源 之資料收集,建置污染場址之相關資料,以確立污染源調查方式及擬定土壤及 地下水污染管制策略,維護本市土壤及地下水安全友善環境。
