In this project implementations of monitoring facilities added and replaced that assisted the Environmental Protection Bureau with aimming to set up monitoring facilities and apply for examining connected facilities on 22 flues at six plants. Replacements included the pollutant analytic monitoring instruments and the computer of running data capturing program on opacity, SO2, NOx, CO, O2 and effluent rate, etc. Completed review also included the new monitoring facility on duct PG02 of Process M07 at Haifong Plant of Formosa Chemicals & Fibre Corp. (3rd Aromatic hydrocarbons plant).
In data checking, we made statistics on the monitoring data uploaded in 2013. With gaseous pollutants, there were 16 exceeding records of flues but no more than two exceeding record of total records per day in 2013. Regarding opacity, there are 22 exceeding records of flues which the most is P101 of Mailiao Power Corporation. But there were no more 40 exceeding records accumulated daily that is not in excess of limit in legal norms.
Regarding system and function checking, the project completed the check of on-site legal compliance for all 34 flue gas sources with 100% completion. We conducted on-site system check based on the verification report of facility and the plan of monitoring data quality assurance submitted by each plant and found no apparent violations that would involve penalties. On the improvement projects of suggestions, we give advises to improve on the site as well as made follow-ups from time to time at the plants. Function checks on 34 flue gas sources on Zero/Span achieved over 100%. RATA monitoring checks on 34 flue gas sources also achieved 100% mark. CGA checks on 34 flue gas sources marked 100% as well. Opacity error correction checks on 31 flue gas sources achieved over 100% completion. NO2/NO converter efficiency was checked on 20 flue gas sources, marking 100% completion.
In audit detection, RATA audit detected on 20 flue gas sources marked 100% completion. All of the RA value in monitoring results comply with the criteria, except parts of detected items resulted in mean of differences greater than coefficient of confidence; these were on Ducts PA01 and PC01 of Formosa Petrochemical Corp.’s 3rd Mailiao Plant (public utility), P401 at 2nd Mailiao Plant (public utility), Ducts PT01 and PS01 at 1st Mailiao Plant (Naphtha plant), and Duct PG01 at Formosa Chemicals & Fibre Corp.’s Haifong Plant (3rd Aromatic hydrocarbons plant), which needed BAF correction. Those we have reported to EPB for requiring the plants to make calculation of system deviation correction according to Appendix 9 to the Regulations and to correct monitoring data during the uploading period again for updating the online data in the database.
Regarding flare tower, we made statistics on the monitoring data uploaded on daily basis according to the 2013 uploaded flow of the flare towers in the Offshore industrial park. The statistics showed that the top three total emissions of exhaust came from AR03 at the 1st Mailiao (Naphtha) Plant of Formosa Petrochemical Corp. at 76,961 km3, followed by A203 at OL-3 Plant of the 3rd Mailiao Plant at 30,728 km3, and AR04 at 1st Mailiao (Naphtha) Plant at 27,661 km3. We checked on-site signal comparison on 44 flue gas sources with 100% completion, and found signals all good.
