102、103年度資源回收管理基金責任業者營業量申報輔導暨系統提昇專案工作計畫

中文摘要 本計畫執行期間自102年1月起至103年12月止,期間協助環保署審查、輔導超過2萬3,000家責任業者登記、申報及繳費等作業,共完成7,438家次首次登記、變更登記、廢止登記及年度申報申請之審查、輔導與建檔作業,催收業者已申報未繳費金額達1億5,396萬元,並輔導疑似未登記業者3,401家,其中1,091家完成登記,追溯補繳總金額達4,030萬餘元。 計畫執行期間持續檢討與精進責任業者管理作業,並更新審查與輔導業務之標準作業流程,清查責任業者申報情形,追蹤輔導申報異常、靜止戶及已廢止登記業者,辦理計畫人員教育訓練、績效考評及服務滿意度調查,並透過每2個月的內部稽核作業,檢視前述各項工作,以確保作業品質。 計畫執行期間系統維護及功能新增、提升部分,包含:變更登記及年度申報線上申請與審查、行動版網頁、查詢權限、資訊物品綠色費率控管、申報異常業者預警等功能新增,可協助管理責任業者申報、繳費作業。同時配合法規異動,調修營業量系統申報表、離線申報功能、繳款單、責任業者相關法規及申報教學專區等304項程式,業者對於系統滿意度達到96.81%。 對於精進及檢討責任業者管理制度方面,持續推動超商繳款,透過超商繳款比率已由101年的24.82%提升至103年的45.86%;試辦線上變更登記及年度申報申請作業,以強化服務品質;因應個人資料保護法實施,規劃個資保護檢核及應變措施,並納入內稽作業執行,以降低個資外洩風險;為避免因費率變動而產生申報金額異常,訂定相關作業原則;勾稽及輔導零申報業者正確申報,以提升例行申報資料之正確率;建立商業異動清冊資料匯入及比對機制,強化責任業者之管理,計完成106家登記、1,138家變更登記及107家廢止登記作業。 加強營業量申報宣導工作方面,本計畫完成23場次說明會,計有1,632人次參加,問卷調查結果滿意度達9成以上,並進行160家次到戶輔導作業、8萬8,577通電話諮詢服務、印製1,500本作業手冊與6,000份摺頁,以協助解決業者在申報作業上所遭遇之問題。

Project of Resource Recycling Business Reporting and Management System Upgrades and Maintenance

英文摘要 The project implementation period was from January 2013 to December 2014 and the main job was to assist the Environmental Protection Administration to review and tutor over 23 thousand responsible enterprises in the registration, declaration, payment and other businesses, during which 7,438 enterprises completed the review, tutorship and filing operation of first registration, change registration, abolishment registration and annual declaration application. A total of NTD 153.96 million of declared unpaid amount was collected from the enterprises and 3,401 enterprises which were suspected of not having been registered were tutored, among which 1,091 completed the registration, with NTD 40.3 million being recovered. During the project implementation period, the management operation of responsible enterprises continued to be reviewed and improved; the standard operating procedure for review and tutorship was updated; the declaration status of responsible enterprises was checked; abnormal declaration, dormant account and registration-abolished operators were traced and tutored; and educational training, performance appraisal and service satisfaction survey for the planners were conducted. The review of the aforesaid tasks was done through internal audit bi-monthly to guarantee the operational quality. During the implementation period, system maintenance and function addition and improvement covered: online application and audit for change registration and annual declaration; mobile webpage; inquiry right control; green rates for information items; and abnormal declaration early-warning function for enterprises; which can assist to manage the declaration and payment of the responsible enterprises, coordinate with regulatory changes, and adjust the business volume system declaration form, off-line declaration and payment bill; as well as the laws and declaration teaching zones for responsible enterprises, totaling 304 programs. The satisfaction degree of the enterprises with the system is as high as 96.81% according to the survey results. Concerning the improvement and review of the management system of responsible enterprises: the promotion of convenience store payment continued to be carried out, with the payment proportion increased to 45.86% in 2014 from the 24.82% in 2012, login via the Industry and Commerce Certificate (ICC) and the use of mobile webpage were promoted; convenient measures such as change registration and online application for annual declaration were placed on trial-run to reinforce the service quality; in cooperation with the implementation of the Personal Data Protection Law, the checking and emergency measures for personal data protection were planned and incorporated into the internal audit to effectively reduce the risk of personal data leakage; relevant operation principles were stipulated to avoid the abnormity in the declared amount caused by the change of rates; enterprises with zero-tax declaration were checked and tutored for correct declaration, to increase the accuracy of regular declaration; and data import and comparison mechanism for business movement list was established to strengthen the of responsible enterprise. 106 enterprises completed registration, 1,138 enterprises completed change registration and 107 enterprises completed abolishment registration. Concerning the reinforcement and promotion of declaration of business volume: the project completed 23 explanation sessions, with 1,632 people participated. The questionnaire survey results show a satisfaction level of over 90%. On-site tutorship was provided to 160 enterprises; 88,577 calls of telephone consultation service were provided; and 1,500 operational manuals and 6,000 brochures were printed, to help resolve the problems which the enterprises may encounter during the declaration process.
