102年度空氣品質維護綜合管理計畫

中文摘要 本計畫執行期間為102年5月16日至103年5月15日,除考核協商會議期中因環保署取消辦理已發文將此款項繳回外,各項工作依照合約規定各項工作進度完成,茲將結論說明如下。 為持續達到空氣品質改善之目的,雲林縣環保局本年度持續執行各項空氣污染管制計畫,為能有效運用空氣污染防制基金及使各項委辦計畫皆能按既定期程及工作內容確實執行,由本團隊執行「102年度空氣品質維護綜合管理計畫」(以下簡稱本計畫),本計畫主要目標係透過管控及檢討各空氣污染管制執行計畫之進度及執行成效,掌握本縣空氣品質狀況,確保空氣污染防制目標之達成;同時彙整並分析本縣各污染源排放情形,研擬適合本縣之空氣污染管制策略,達成空氣品質良好之目標以維護民眾健康。 本計畫於102年5月16日開始執行,至103年5月15日止已完成97年~103年3月本縣環境負荷及空氣品質資料之分析,依統計資料顯示,空品不良日自97年的38站日降至102年的16站日,103年統計至3月底則有5站日之不良日,空氣品質較101年來的差。102年空品不良站日數有14站日其指標污染物均為懸浮微粒,2站日其指標污染物均為臭氧,與往年相較,102年及103年之不良站日數有明顯增加,主要因102年度受到較多颱風影響,導致濁水溪河床部分植生遭沖毀,受到東北季風吹拂及產生影響;此外,細懸浮微粒對本縣所造成之影響亦不可忽視。 歷年空氣品質良好日則由97年的225站日提昇至101年的244站日最高,而102年良好站日數則有231站日,103年統計至3月有28站日,以102年與101年站日數相比,102年本度良好站日比例較101年度略低,主要原因受境外傳輸及濁水溪影響,顯示各項管制措施雖有成效,但仍應加強管制。 本計畫依據「102年版空氣污染防制計畫書」所訂定之管制目標進行計畫成效管控並追蹤污染減量達成情形。而103年度統計至3月止,多數指標計畫執行均已達成目標。本計畫執行至103年5月15日止,每月均依照規定執行計畫進度查核及書面內容查核,主要查核項目包含計畫之時效性、進度查核、書面資料之完整性、正確性、一致性、有效性及合理性等。 本年度共針對16個計畫進行考核,總分較高之計畫為「農工業異味及露天燃燒稽查管制計畫」(95.9分)及「加強街道揚塵洗掃計畫」(95.7),主要原因提交資料之時效性皆提早提交,且書面資料查核結果均符合完整性、正確性及一致性;總分較低之計畫為「環境空氣品質監測計畫」(91.8分)主要原因係在環保局考核之期中審查分數較低。 而各計畫進度部分,因6月份起受到雨季影響,部分計畫出現進度落後情形,至8-9月份始完全改善,經分析後提出以下檢討建議: (1) 歸納進度落後原因主要分為氣候(如遇到下雨日或颱風日)、與其他單位配合(如檢測商或工廠)、配合稽核委員時間等。 (2) 工作需工廠及協力廠商配合部分,排定期程與預定工作衝突而延後,建議規劃時程提早辦理或以備案實施。 (3) 為有效控管計畫進度,當該計畫累績進度未達80%或單月落後項次達5項以上,該計畫列為加強列管對象,進度改為每半個月查核乙次,至計畫進度落後情事消滅為止。 為加強計畫執行品質,本年度每季均安排委員進行計畫外部稽核作業,會議上委員針對各計畫提出建議。共計完成4季之現場查核作業,包含移動源計畫、逸散源計畫、離島工業區管制計畫及其它計畫等。針對委員外部稽核提出之建議,已將成果回覆給委員,並要求計畫應加強內部控管機制,並加強計畫人員之查核訓練;離島工業區管制計畫查核,已完成4場18次計畫查詢,會議上委員針對各計畫提出建議,已將成果回覆給委員,查核均符合相關規定 另外為提高空氣污染管制作為及民眾滿意度共辦理6場記者會,各場次參與人員含10家新聞媒體,當日地方電視台亦有露出畫面,隔日於自由、聯合及中國三大報均有刊登。 為有效掌握、瞭解雲林縣細懸浮微粒(PM2.5)狀況,除環保署空品測站之數據分析,亦針對雲林縣環保局各相關懸浮微粒(PM2.5)執行成果彙整,並蒐集國內外PM2.5相關文獻,且掌握環保署有關(PM2.5)之管制規劃及作法;為提升民眾對細懸浮微粒之瞭解,於斗六市公誠里及鎮北里辦理兩場次村、里民宣導會,使民眾於空品不良期間提前做好防範工作。 此外為提升各計畫橫向聯繫作業,本計畫依 貴局成立空噪科「低碳小組」及「離島小組」加強列管,並定時召開會議,以達到相互分享、交流,低碳小組召開11次小組會議、離島小組召開10次小組會議,會議中討論本縣低碳與離島工業區管制目標及工作進度。且為有效提升本縣離島工業區管制工作,本計畫亦配合提出離島整合機制,並於計畫執行期間協調各計畫間之工作項目與管制成效。 當本縣遇沙塵暴、空氣品質嚴重惡化、重大空氣污染事件發生或宣導活動時,透過媒體快速告知民眾空氣品質狀況及民眾配合各項防護措施,共計有線電視播放22天次,廣播電台宣導300檔次。

2013 ComprehensiveManagement Projectof Air Quality Maintenance

英文摘要 The Yunlin County continued implementation of each air pollution control program, for achieve the purpose of improvement of air quality. It uses the Air Pollution Control Fund effectively and the projects have executed so regularly. It was by the team of "2013 Comprehensive Management Project of Air Quality Maintenance”. This project through the management and review the progress of all air pollution control plan. It’s in the grasp the air quality conditions of the county; Ensure the air pollution control will achieve the target. To analyze the situation of all exhaust pollution in the county, it makes a plan appropriate for the air pollution control of the county, and reached the target with well air quality. The analysis of environmental burden and air quality during 2008 to October, 2014 has been completed. According to the statistics, poor air quality days were from 38 days in 2008 down to 16 days in 2013. There were 5 poor air quality days of March, 2014, the air quality worse than last year. The index pollutants were suspended particulates and Ozone. Compared with the past, poor air quality days of 2013 and 2014 have increased, the more typhoons affecting in 2013, resulting the Jhuo-shuei River riverbed was destroyed. And the suspended particulates will effects the county. The good air quality days in 2008 were 225 days and were increased to 244 days in 2012, and the good air quality days in 2013 were 231 days. As of March, 2014, the good air quality days were 28 days. In 2013 and 2012 the number of days compared to the station, 2013 Good day slightly lower proportion than the 2012, mainly by transport and Jhuo-shuei River outside influence, although the effectiveness of the control measures displayed, but should strengthen controls. In this project, the management of project effectiveness and the tracking of the pollution reduction achievement were conducted based on the control objectives in "2013 Air Pollution Control Plan". And, most indexes have reached the target; in the evaluation of air pollution control plan, the results have improved compared with the early stage of project execution. The correctness, reasonableness and consistency of the information were significantly improved, although the management of implementation progress in some projects needs to be strengthened to avoid the progress delay. There are 16 programs undergo an annual inspection , The higher scores are " The Controlling and Improving Plan For Odorous Pollution and Outdoor burning " (95.9 points) and " The project of enhancing street dust sweeping and washing the street " (95.7 points), it is due to submit the document early, and these are completeness, accuracy and consistency; The lower scores is " Ambient Air Quality Monitoring Plan " (91.8 points) it get lower scores on the EPA mid-term review. About the progress of each project, it is due to the rainy season from June, the part of project backward, it was improved completely on August and September, and we raise some suggestion: (1) The backward due to the climate (rainy day or a typhoon day), and with other units (such as detects or factory), with the audit committee ... etc. (2) We suggest advancing the schedule by one day or prepared the backup solution. (3) To control the project schedule effectively, when the plan less than 80% of the schedule of the progress or more than five terms backward, we check the progress every two weeks, until it reaches the target so far. We have completed 3 session external audits meeting. The committee to make suggestion for each project in those meeting. The Committee requested those plan should strengthen internal control and strengthen personnel training .Islands industrial zone control plan check has completed four rounds of 18 times the query plan, meeting members' suggestions for each plan has achievement reply to members, checking compliance with the relevant provisions. Furthermore, in order to improve air pollution control and public satisfaction, we held 6 press conferences. There were ten news media attended and the press conference was published on the Liberty News, United Daily News, and the China Times. Furthermore, it was broadcast on local TV. To control Yunlin fine suspended particles (PM2.5) conditions effectively, not only use EPA air quality monitoring station data analysis, but also summary these results of the Yunlin County Environmental Protection Bureau. Besides, we collect domestic and foreign literature, also use the way from EPA for the control of (PM2.5) in the planning and practice. In order to enhance public understanding of fine particles suspended. We hold activity twice in Douliou city. Let public to prevention in poor air quality day. In order to improve the communication of each project, we have set up "Low Carbon Group" and “Yunlin Remote Island Industry Park Group", and held a meeting weekly. Low Carbon group has held meeting for 11th, Yunlin Remote Island Industry Park group held group meeting for 10th. In the meeting, the targets and work progress were discussed. In order to improve the efficiency of the management of Yunlin Remote Island Industry Park, we proposed an integration mechanism for Yunlin Remote Island Industry Park, and coordinated the work items and the efficiency of the management among each project during the execution of this project. We through the media to informed the public of air quality conditions and all kinds of preventive measures quickly when the county encountered sandstorms, serious deterioration of air quality or air pollution. Until now the cable television broadcast of twenty second time, and radios 300 times, to guidance low-carbon diet and dust hazard notice.
