For the data integration and management of the to-be-established “Ministry of Environmental and Natural Resources” (MOENR), an environmental resources database (ERDB) project had been planned for the MOENR in 2012. The objective of the project is to build up an environmental resources database (ERDB) to collect environmental data of agencies or local government through established data exchange platform(CDX) including air, water, soil, forest, ecology, pollution prevention, and others information. It had been planned an initial framework of the system, based on the work of the project is to proceed to development and implementation in 2013.
Based on the suggestion of Gartner’s reference document-"First 100 Days: Leader of Data Management and Integration Initiatives", the members of project are organized into data quality group, metadata group, data warehousing group, application group, data integration group. In addition, especially invite the professional consultants in the field of environmental resources to aid this project. The main development concept of this project is to implement “data cloud” as the role of information delivery. A data cloud is a means of reconciling, virtualizing, and integrating computer-based information that resides in different agencies, and making that integrated information appropriately available online so businesspeople can search, query, and analyze it in a free form manner using web browsers.
Based on the concept of data cloud to implement the detail design of environmental resources database including physical database design, data storage mechanism such as physical storage or only data hyperlink, data exchange mechanism, data quality and error-handling mechanism, metadata design, ETL(Extract, Transform, Load) rules, data integration to specific key for query, data related analysis and naming rules.
System analysis and design are then executed on the basis of above mechanism, including: use case analysis, function layer diagram, database design, detail design description for ETL function, and user interface design. The system development project was finished on 2013-10-31, followed by integration testing on 2013-11-30. The following data topics have been added into the environmental resources database such as rainfall, weather, radiation, ultraviolet radiation, air quality, rivers, landslides, reservoirs, groundwater, sea conditions, water quality monitoring, pollution control, soil, geographic map data, reports, image (video) data, statistics, or others topics.
