溶出試驗檢測技術評析

中文摘要 行政院環境保護署為解決陸上填埋空間不足,減少非法棄置問題,著手規劃我國填海造島(陸)政策及辦理政策環評。為配合環保署推動填海造島(陸)政策,建立各項廢棄資源物質之料源進場控管標準及相關檢測技術,因此有必要針對國內、外現行之溶出及總量檢測方法作全面性瞭解及研析,使廢棄資源物質管理政策與檢測技術使用能適當聯結,並作為我國廢棄資源物質處置政策推動時之參考。本計畫彙整國內外相關溶出與總量檢測技術,篩選及引進適合國內廢棄資源物質處置政策之檢測方法,並完成適用於填海造島之海水溶出試驗檢測方法草案撰擬。 本計畫整理歐盟及歐洲各國、美國、日本、新加坡及澳洲、紐西蘭之溶出試驗與總量檢測方法,並蒐集各國在掩埋場進場管制方面的應用,特別是有關填海造島方面的應用,或是模擬海水環境的溶出試驗方法。此外,整理國內NIEA及CNS系統中5種溶出檢測方法,及我國在廢棄物最終處置、廢棄物再利用的應用狀況,並與前述國外管理制度比較。此外,完成澳洲AS 4439.1、AS 4439.2、AS 4439.3以及日本環境廳告示JLT 13號翻譯,並參酌國內外相關應用海水進行溶出試驗之研究,以澳洲ASLP標準方法為主體,編撰環境溶出試驗程序(C級草案)。 國外對於廢棄資源的管理,已朝向針對其生命週期對環境造成的影響行評估,其中對於土壤、地下水的影響就以溶出試驗為最重要之評估工具,溶出試驗並非以單一試驗、單一條件及單一標準值來決定廢棄資源的處理方式。長期而言,歐盟所採用整合性溶出特性試實驗、相容性試驗以及現場查驗試驗,可作為建立國內各項廢棄資源物質之料源管理方式的參考。在推行廢棄資源物質處置料源進場控管上,短中期可以仿照日本、澳洲、紐西蘭等國的經驗,參考土壤管制標準、飲用水水質標準、排放水水質標準,推導訂定新的進場管制基準;並運用或改良國內既有的檢驗方法,以快速配合填海造島(陸)政策的推動。

Technical Evaluation of Leaching Tests for the Constructed Reclamation Ground

英文摘要 In order to resolve the lack of land space of landfill and illegal disposals, the Environmental Protection Administration (EPA) starts to establish the policy of regulating constructed reclamation ground and the associated environmental impact evaluations. For helping EPA on establishing the policy and the standards of construction materials used for the reclamation ground and the related analytical methods, it is necessary to understand the domestic and international leaching tests and total mass methods, make linkage between the administrative policy and analytical methods of the waste materials, and make the project serve as a good reference on the way Taiwan promotes the policy of waste materials resourcing. This project collects many leaching and total mass analysis methods, screens and introduces suitable methods for Taiwan, and drafts the analytical methods of the leaching test for the materials used for reclamation ground. This project studied the leaching method and analytical method for total mass from European Union, European countries, the United States of America, Japan, Singapore, and Australia. The project also collected the information of the applications of landfill entry controls, especially about reclamation ground and seawater environment simulation. Besides, this study also compared 5 different NIEA and CNS methods of leaching tests and revealed the current application of waste final disposal and reuse. In addition, the document translation of Australian AS 4439.1, AS 4439.2, and AS 4439.3, and Japanese announcement of JLT 13. In order to compose an environmental leaching procedure, Australian method ASLP was used as the main framework for seawater leaching tests. The international waste resource administration focused on the environmental impact due to material life cycle. As for soil and groundwater, leaching tests are the most important methods for assessing environmental impacts. Leaching tests are not performed with single test, condition, or uniform standards for waste resource treatments. In the long run, the European methods of integrated leaching tests, compatibility tests, and on-site verification can be used as a reference to establish the waste resource material controls. As for the entry control of the waste resource treatment, the experience from the countries like Japan, Australia, and New Zealand can be used with soil standards, drinking water standards, and wastewater standards to establish new entry control guidelines. The existing analytical methods can be used or modified to work with the policy of the reclamation ground.
