鋼鐵基本工業、鋁熔煉業集塵灰及事業污泥清理查核專案計畫

中文摘要 我國鋼鐵基本工業每年產生之煉鋼集塵灰約達18~22萬公噸,早期因處理廠容量不足,導致集塵灰大量貯存,目前國內已有3家共4座煉鋼集塵灰處理設施,處理量已達24.8萬公噸,已逐步處理既有貯存之集塵灰,另煉鋼爐碴再利用仍有產品環境品質標準待訂定問題。而煉鋁業則每年產出之鋁碴及集塵灰約有2.1萬公噸,因再利用機構少多以掩埋方式處置,但鋁碴遇水具有臭味問題,故有清理問題,本計畫透過18廠次煉鋼廠、2廠次集塵灰中間處理機構、8廠次爐碴再利用機構之現場查核作業及10件次集塵灰貯存延長申請案之審查作業,督促業者確實依廢棄物清理法及相關法令規定妥善處理集塵灰及再利用爐碴,同時透過6樣煉鋼爐碴粒料之採樣分析,掌握其物質特性,經現場查核結果集塵灰及爐碴皆能妥善貯存及清理或再利用。另亦透過現場查核8家鋁熔煉業,4家鋁集塵灰及鋁碴中間處理/再利用/最終處置業者,督促業者誠實申報鋁碴產出情形及妥清理鋁碴。同時本計畫並調查評估國內處理及再利用機構實際應用技術、設施現況與分析其再利用後產品之流向及經濟效益規模,提出煉鋼集塵灰及鋁碴具體可行清理措施,供環保署參考。此外,鑑於國內部分處理及再利用方式不當,產品品質不穩定,導致污泥處理問題,本計畫亦完成國內污泥產出清理貯存及處理或再利用現況調查及其產品或廢棄物流向追蹤、污泥處理設施量能及技術問題檢討,強化並檢視國內污泥處理問題,並提出緊急及持續性之因應管理策略及措施。

The Project for the Auditing of the Waste Cleanup of Steel-Smelting and Aluminum-Smelting EAF Dust a

英文摘要 There are about 180 to 220 thousand tones of hazardous steel-smelting electric arc furnace (EAF) dust generated by steel smelting industries every year in Taiwan. The insufficient of treatment capacities had led to a huge amount of EAF dust being stored. Currently, there are 4 steel-smelting EAF dust treatment facilities from 3 plants have been established in Taiwan with a total treatment capacitiy of 248 thousand tons. However, the environmental quality standards for EAF dust reuse products are still lacking. Additionally, there are about 21 thousand tons of aluminum dross generated by aluminum smelting industries every year. Most of the aluminum dross has been treated by landfill method. Since aluminum dross will cause odor problems when reacts with water, thus, this project has conducted on-site auditing of 18 steel-smelting plants, 2 EAF dust treatment plants, and 8 EAF slag recycling treatment plants. This project after reviewed and examined 10 EAF dust storage period extension applications in order to ensure the disposal of dust and reuse of slag had followed the Waste Disposal Act and other relevant laws and regulations. Meanwhile, 6 slag samples were analyzed to understand the material properties. On-site auditing results indicated that dust and slag were all stored, cleaned-up and treated properly. Furthermore, this project conducted on-site auditing of 8 aluminum smelting plants and 4 aluminum dross treatment/recycling/final disposal facilities urging the aluminum smelting industry to report the production and disposal of aluminum dross properly. Based on the analysis of current aluminum dross treatment/recycling technology, facilities and economic benefits conducted by this project, feasible cleanup measures for steel-smelting EAF dust and aluminum dross are proposed for EPA’s reference. Regarding the improper treatment and reuse of industrial sludge, this project completed the studies of current status of sludge storage, treatment and reuse, as well as reviewing the flow of reuse products or waste, sludge treatment capacity and treatment technology. With the sludge treatment problems Taiwan is currently facing, this project proposed emergency and persistent countermeasures and management strategies.
