102-103年度高雄市公共腳踏車租賃系統委外營運服務工作

中文摘要 為打造高雄市成為低碳、宜居城市,並鼓勵民眾以公共腳踏車替代汽、機車等私有運具轉乘大眾運輸系統,從事通勤、通學及遊憩觀光之旅運使用,高雄市政府於民國98年3月率全國之先建置營運第一個自動化接駁型公共腳踏車租賃系統。 102年9月由高雄市政府環境保護局辦理「102-103年高雄市公共腳踏車租賃系統委外營運服務工作」招標案,由高雄捷運公司取得營運資格,合約日期自102年11月26日至103年12月31日。工作項目包括:營運暨維護高雄市公共腳踏車租賃系統、維持公共腳踏車良善可供民眾租賃、設置24小時0800免付費客服電話及服務、維持及更新高雄市公共腳踏車車務及清算系統正常運作、辦理公共腳踏車宣導活動、完成民眾滿意度問卷調查至少5000份以上、建立本市公共腳踏車減排績效資料、其他空氣污染改善行政配合事項。 在系統及硬體設施方面,本公司於103年10月完成全系統159站圖示更新,並新設虛擬主機及硬碟陣列伺服器,提供後台系統發生異常時備份備援資料之用。在腳踏車維護方面,依合約規範購置200輛腳踏車,提供4處調度中心、4組調撥人員及4輛調撥車分東、西、南及北區進行腳踏車調度及簡易維修,故障狀況嚴重者則攜回維修廠進行專業維修,另以二組系統維修人員分區進行租賃站維護及設備維修更換工作。 在宣傳方面,辦理公共腳踏車宣導活動2場次,印製15,000份自行車導覽地圖DM,刊登3則電子報章媒體,經營後土除廣告業務,開發車體廣告,舉辦「City Bike尋找減碳達人」累積騎乘次數/金額比賽,並提供捷運車站內諸如廣播、旅客資訊顯示系統及等,以推廣高雄市公共腳踏車。 在客戶服務方面,提供38個人工諮詢服務站、發送各項活動或優惠訊息簡訊給民眾、0800免付費專線電話,電話服務人次超過6萬1千人次。 自102年11月至103年12月底止,使用人次已近295萬3千人次,騎乘總時數約8,900萬分鐘,換算騎乘里程約達2,000萬公里,減少約71.4公噸之各類污染物、以及約490公噸的二氧化碳排放量。

英文摘要 In order to promote the Kaohsiung city become a low-carbon city and encourage people use public transportation to finish their journey for commuting, learning and recreation in the same time, the Kaohsiung city government had established the first automated bicycle sharing system in Taiwan on March 2009. The Kaohsiung Rapid Transit Corporation (KRTC) obtained the contract (The Bicycle Sharing System Operating Outsourcing Project) from the Environment Protection Bureau of the Kaohsiung city government, executed from November 26th, 2013 to December 31st, 2014. The work project of the contract as follows: operate and maintain the bicycle sharing system, keep bicycles and management system working well, offer a 24 hours toll-free call for customers, hold bicycle-riding activities and propaganda, finish at least 3,000 questionnaire survey, establish carbon reduction performance and other improving strategies for air pollution. In October 2014, KRTC had renewed the sign of 159 rental stations and set new virtual host and hard disk array server which provide backup data when an exception occurs. On the part of bicycle maintenance, KRTC had purchased 200 bicycles based on the contract. Besides we dispatch four crews for maintaining in different zone and if the bicycle is on serious damage, they will take it back to factory for repairing. On the part of advertisement, KRTC held 2 promotion activities, printed 15,000 cycling guiding map for passenger, published 3 articles on electronic newspaper, develop rear fender and frame advertising business, host the cumulative riding number and money contest and provided PA, PIDS, MOD and media for advertising public bike system. On the part of customer service, KRTC had delivered the information of activities and coupon to people, set up 38 customer service counters and toll-free call. Until now, over 61,000 people had been served by our customer service center. From November 2013 to October 2014, more than 2.95 million people had used our system for riding, the total riding time comes to over 89 million minutes which is tantamount to ride 20 million kilometers. Our system reduces 71.4 ton varied pollution and 490 ton carbon dioxide.
