兩岸環境檢測(監測)服務業交流計畫

中文摘要 中國大陸環境檢測業務主要掌控在政府的環境監測中心站,但環境檢測社會化漸呈主流趨勢。中央政策傾向於推動社會化,但尚無統一的管理辦法,而由各省市自訂。現有6省、1直轄市、4地級市(含2個副省級市)公告了社會化環境檢驗機構的管理規定。目前民間環檢市場規模約122.5億~250億新臺幣,推估未來有成長至630~1,647億新臺幣的空間,而政府監測站是否釋出業務將成為民間市場大小的關鍵。 兩岸服貿協議未開放臺資赴中國大陸經營環檢業,但已有臺灣環境檢測業以臺資名義於中國大陸設立環境檢驗室,可能是不同省份與中央不一定同步調所導致的差異。而陸資來臺投資環檢業,業界認為對環檢業有正面影響,但不致影響市場產值。39%臺灣業者有投資中國大陸的意願,而以投資福建/兩廣的意願較高。 本計畫亦與陸方於廣州合辦《首屆海峽兩岸環境監測(檢測)技術交流會》,建議明年由我方接辦第二屆。專業與形象是臺灣環檢業之利基,建議向中國大陸推銷臺灣之《環境檢驗測定機構管理辦法》,並爭取服貿協議明訂開放部分省份給環境檢測業;推動臺灣環境檢驗人員證照制度避免服貿協議對臺灣檢測人員之衝擊,並建立臺灣環境檢測業的形象標章,凸顯臺灣業者在中國大陸的公正、可信賴形象。

Cross-Strait Exchange Project of Environmental Analysis (Monitoring) Service

英文摘要 The environmental analysis businesses are mostly occupied by government environmental monitoring stations in mainland China. However, socialization has already become the mainstream. The central government tends to push socialization, and no united management regulation has been announced yet. Only some local governments made it by themselves, including 6 provinces, 1 direct-controlled municipality, 2 Sub-provincial divisions and 2 prefecture-level cities. The present market for the socialized environmental analysis organizations is estimated to about 25 billion NT, and could grow to as high as 63~164.7 billion NT. The key is due to how much the government will to release to the market. Although Cross-Strait Service Trade Agreement doesn’t open environmental analysis industry to Taiwan corporates, actually it is opened in practice. On the other side, opening to mainland China has positive influences to Taiwan, and almost no disturbance to the market scale. 39% companies of environmental analysis industry in Taiwan are interested in investing mainland China, and these provinces of Fujian, Guangdong and Guangxi are the favorite. “The first cross-strait environmental monitoring (analysis) technology exchange symposium” was hold by this project and mainland China in Guangzhou City. We suggest holding the 2nd symposium in Taiwan next year. Being professional and good image is the niche of Taiwan environmental labs, so the suggestion 2 is to promote “Management Regulation of Environmental Analysis Laboratory”, and to convince mainland China for the opening of environmental analysis industry to Taiwan in publics, or at least open some area of mainland China. Suggestion 3 is to set the environmental analyst certification system, to protect the Taiwan environmental companies and environmental analysts from the negative effects by Cross-Strait Service Trade Agreement. The latest suggestion is to build the corporate image system of Taiwan analysis industry, which will highlight the justice and reliable image of Taiwan environmental analysis corporates.
