The plan mainly targets nation’s eleven primary rivers (Tamsui River, Nankan River, Lao-Jie River, Jhuoshuei River, New Huwei River, Beigang River, Ji-Shuei river, Yanshuei River, Er-Jen River, A-Gung-Dian River, and Love River) to establish environmental background data, analyze river water quality and pollution source, collect current conditions of existing pollution improvement strategy, and track and review pollution improvement project’s annual and staged work objectives. The plan inspects, reviews, and gives new recommendations of pollution reduction strategy and estimated pollution reduction amount in coordination with water quality and quantity investigations and analysis results, water body characteristics, and surrounding environments taken from major tributaries’ drainages in various basins, and uses water quality model to simulate and evaluate effects of water quality improvements. Relevant improvement strategies include sewage system building, establish dry weather sewage interceptor, implement onsite water quality purification processing facility, strengthen pollution source audit and control, enhance counseling for proper wastewater treatment of livestock industry, and promote clean pig farming. The plan organizes primary rivers pollution improvement supervision and coordination meeting to gather agencies’ consensus and conduct rolling management for various basins’ pollution improvement strategies.
The plan also analyzes trends of national rivers and eleven primary rivers’ water quality variations for the past five years, focuses on reviews of Executive Yuan approved target of no oxygen shortage and no stink, and selects eleven primary rivers’ prioritized observatory stations for improvements and develops improvement measures. In addition, the plan also collects and compiles data of current environment conditions, operation maintenance, and environmental improvement effects for nine EPA subsidized important national wetlands, and compiles books for important national wetland conservation projects achievements.
And in the same time, the plan collects current execution progresses and results of EPA subsidized river pollution improvement engineering projects by local governments, conducts Tianliao river closure engineering project opening ceremony and seminar of director and the patrol team, visits training activities of Chiang Tsui gravel contact oxidation treatment system and Guandu wetland organization, update and maintain websites of Tamsui River and Er-Jen River, collects improvement cases of livestock industry source volume reductions and foreign biogas center and pollution improvements, and in coordination, conducts related activities of meetings, onsite inspections, and visitations of primary rivers.
