適用勞工作業環境空氣有害物質容許濃度五十分之一管制項目調查技術評析(2/2)

中文摘要 本年度計畫執行期間自民國102年3月起至102年12月止,根據計畫目標完成以下工作項目: 經由毒性化學物質及固定污染源排放申報資料、勞工作業環境容許濃度、IARC及美國EPA癌症風險評估及是否存有現行調查技術等資料,依據實際管制需求完成340項管制項目之分類及排序。以國內實際具使用量(申報數據)之項目並依其是否為毒性化學物質做為主要分類及排序之依據,將340項化合物分類及排序為四個群組:(1)第一群組:同時具有毒性化學物質及固定污染源申報資料者;(2)第二群組:僅具有毒性化學物質申報資料者;(3)第三群組:僅具有空保處固定污染源申報資料者;(4)第四群組:未具有申報數據者。 延續去年35項調查技術之蒐集方式,本年度目標32項化合物經蒐集整理後,其中未能取得任何相關資訊有7項,其餘25項化合物根據參考資料進行調查技術評析與建議,以了解該技術應用於周界空氣之適用性,並將其結合340項管制項目做為其分類及排序之依據。 計畫團隊並徵詢環境檢驗所及業務單位之需求,擇定5篇國際文件進行操作技術程序書編譯,編譯完成之操作技術程序書(草案)透過召開專家學者會議,對未來國內實際後應用時可能衍生之問題與挑戰提供建言。 「排放管道中總碳氫化合物與非甲烷總碳氫化合物之調查技術評估」則經由國外標準方法與文獻蒐集後,規劃測試項目及流程,完成測試兩台儀器及調查技術擴散課程2場次,並藉由5場次之實廠測試以了解該調查技術之可行性評估。而兩台儀器並未取得相同校正基準、儀器之偏移值及觸媒轉化效率等數據亦未完全符合ISO 25140之相關規範,若欲將此調查技術實際應用於測定排放管道,則應進行更深入之驗證,以完成符合理論與應用性之調查技術程序書。

Review and Commentary on Investigative Techniques of Hazardous Air Pollutants Recommended Exposure L

英文摘要 The following goals in this project were implemented from March 2013 to December 2013. 340 compounds in control list were sorted and classified by stationary source emissions, toxic chemical substances report, recommended exposure limit, carcinogenic risk from IARC and US EPA, and available investigative techniques. The primary reference is reported data. 340 compounds are classified into 4 groups by reference: (1) Group 1: Both stationary source emissions declaration and toxic chemical substances report data are available; (2) Group 2: Only toxic chemical substances report data available; (3) Group 3: Only in stationary source emissions declaration data; (4) Group 4: There is no report data. 32 compounds was reviewed and commented following the collection and reviewing project of 35 techniques last term. There is no information could be collected for 7 out of 32 compounds. The other 25 collected compounds were analyzed by techniques to understand the applicability in ambient air analysis. Suggestions combining with these results were also made for the basis of sorting and classifying of 340 control items. Project team also consulted and gathered the needs from each unit of Environmental Analysis Laboratory. Five technical operating procedures were compiled from international documents designated by Environmental Analysis Laboratory. The completed technical operating procedures (draft) have been discussed in meetings with specialists and scholars to provide suggestions for the problems might be encountered in the future applications. After collected the references, we design the measurement processes and complete in laboratory tests for 2 analyzers. We comment the applicability of the techniques through on site test, and make the designated technical operating procedures for determination of the total hydrocarbons and nonmethane hydrocarbons in stationary source emissions. At the result, those 2 analyzers didn’t comply with the specifications of ISO 25140. We suggest that it should have other test to check monitoring certification.
