事業廢棄物資源循環推動及搖籃到搖籃產品設計輔導專案工作計畫

中文摘要 本計畫執行期間自民國102年2月8日起至102年12月31日止,主要工作為:(一)研析我國事業廢棄物源頭減量及資源循環相關機制及研擬因應對策與未來方針,(二)輔導搖籃到搖籃產品設計,(三) 辦理環保科技園區督查察、追蹤管考及相關成果統計彙整作業,(四)配合辦理相關計畫之行政作業。本計畫彙整國內外事業廢棄物管制現況、問題解析及管理制度,研提「源頭減量精進作為」、「推廣環保再生材料應用」、「創新靜脈產業技術」、「整合管理各環境介質」及「資源認定終止處置」等具體建議及後續推動方式,並依據相關單位權責,規劃部門分工及執行期程,並辦理3場次源頭減量及資源循環說明會或討論會。本年度輔導3家廠商進行搖籃到搖籃產品設計及生命週期評估;持續更新搖籃到搖籃平台,並辦理5場次說明會或討論會,共同研商聯盟未來發展及願景;配合搖籃到搖籃相關會議舉行,辦理包含網路、報紙及電視廣告等宣傳相關作業;在環保科技園區方面,本年度完成4個園區各2次現場查察,桃園、台南及高雄園區招商情形與廠商營運績效良好,101年達174.58億,較100年之84.10億元,成長率達108%,顯見環保科技園區仍穩定成長狀態。

The Special Project for Promoting Industrial Waste Resource Recycling and for Counseling Cradle-to-c

英文摘要 This Project was implemented over the period between February 8, 2013 and December 31, 2013. The main work undertaken included: (1) Analyzing the mechanisms relating to industrial waste source reduction and resource recycling in Taiwan, and formulating response measures and strategies for the future; (2) Providing guidance in relation to the adoption of cradle-to-cradle design; (3) Implementing monitoring and supervision with respect to Taiwan’s Environmental Science and Technology Parks, and following-up evaluation results and compilation of relevant statistics; and (4) Assisting with administrative work for related projects. As part of the present Project, an examination was undertaken of the current state of industrial waste management in both Taiwan and other countries, along with analysis of specific issues and management systems, providing a basis for the formulation of a number of concrete, specific recommendations (and methods for their implementation): Improving the Efficiency of Source Reduction; Promoting the Use of Environmentally-friendly, Recycled Materials; Innovation in Relation to “Pulse-type” Industrial Technology; Coordinated Management of Environmental Media; Termination of Resource Designation, etc. An inter-ministerial division of labor and implementation schedule was formulated in accordance with the scope of the individual agencies’ responsibilities, and a total of three source reduction and resource recycling related presentations and seminars were held. In the current fiscal year, guidance was provided to help three individual firms implement cradle-to-cradle design and lifecycle evaluation. In addition, Taiwan’s Cradle-to-cradle Platform was updated on an ongoing basis, and five presentations and seminars were held to build consensus regarding the future development vision for the Taiwan Cradle-to-cradle Strategic Alliance. To support the holding of cradle-to-cradle design related conferences and meetings, a variety of advertising and PR work was undertaken, including online, newspaper, TV and radio advertising. With regard to Taiwan’s Environmental Science and Technology Park, in the present fiscal year on-site surveys were implemented twice at each of four individual Parks. The Taoyuan, Tainan and Kaohsiung Parks have achieved satisfactory performance in terms of both the number of firms locating themselves in the Parks and the firms’ operational performance. The combined sales revenue of the firms located in these Parks came to NT$17.458 billion in FY2012, representing a growth rate of 108% compared to the corresponding figure for FY2011. Clearly, Taiwan’s Environmental Science and Technology Parks are continuing to enjoy steady growth.
