化學物質登錄及管理策略推動專案計畫

中文摘要 本計畫以強化我國現行毒性化學物質管理法源頭管制之機制為主軸,參考歐盟REACH法規之管理精神,規劃設計化學品源頭登錄之流程與運作模式及發展配套指引,開發建置化學品源頭管制之相關登錄工具系統與平台,並配合主辦單位毒性化學物質管理法修法進度期程,協助研擬毒性化學物質管理法配套措施,為主辦單位未來推動化學品源頭登錄奠定實質基礎,並加強擴大與利害關係人之溝通。 計畫中因應毒管法修法納入源頭管制登錄制度,依毒管法修法精神規劃新化學物質與既有化學物質登錄管理辦法機制建議,內容包含新化學物質登錄流程之研擬、登錄類型資訊項目規格、測試標準之研擬、審查標準與流程等初步建議,以及既有化學物質分階段登錄制度之預登錄與優先篩選等相關規劃,同時,並建置登錄工具與管理平台系統,與相關之工具指引說明,以提供廠商因應登錄規定之使用與參考。配合主管單位修法進度與相關子法訂定,上述規劃與技術支援內容將需持續更新因應,以利完備未來新制度正式實施之準備工作。 本計畫亦延續往年國際交流管道,持續蒐集國際間源頭管理趨勢與現況資訊,提供聯合國SAICM國家化學物質管理策略,並於今年度分別邀請歐洲化學總署與日本經產省化學品管理專家來台交流,並配合安排完成兩場次歐盟REACH種子師資培訓會議與說明會,以及一場日本化審法研討會。另一方面,亦舉辦共20場廠商宣導說明會,提供廠商毒管法修法進度最新發展與化學物質登錄發展政策之宣導,提升國內廠商與參加宣導說明會之利害關係人對於化學品危害管理之認識,持續完善我國化學品安全管理制度奠定基礎,落實延伸保護環境之企業責任,以保障國人健康及提升環境永續保護。

Strategic Management Plan for National Chemical Substances and Registration Development

英文摘要 In accordance with regulation principles of EU REACH regulation, expanding current chemical source control management system in Taiwan’s Toxic Chemical Substances Control Act (TCSCA) served as basis. The project planed the workflow framework of chemical source control and registrati, developed guidance and support measures, built related registration tool systems and platforms. In line with timetable for amending the TCSCA, complementary measures were drawn up in detail as groundwork for facilitating shareholders communication and future practical implementation. Responding to the adoption of chemical source control and registration schemes in the TCSCA, new chemical substances and existing chemical substances registration mechanism were suggested based on the core value of the TCSCA. It included drafting of new chemical substances registration workflow, registration types and information requirement, testing standard, review criteria and procedures, as well as muti-phases registration system of existing chemical substance, such as pre-registration, and priority list of existing chemical substances for evaluation and related plans. Meanwhile, registration tools, management platforms, and tool guidances were provided to make reference for companies applying for registration. To cooperate with law amendment progress and preparation of subsequent supporting regulations, a fore-mentioned plans and technical ongoing supports will keep continued and up to dated for the preparation of future implementation of new systems. This project continued international information exchange, collecting information on current and future trend of international source control management. Information on World Trade Organization (WTO) Strategic Approach to International Chemicals Management (SAICM) development was also provided. Also chemical management specialists from European Chemicals Agency (ECHA) and Ministry of Economy, Trade and Industry (METI), Japan were invited to exchange information. Two train-the-trainer workshops and a dissemination conference were held for REACH regulation, as well as a conference targeting Chemical Substance Control Law (CSCL) in Japan. Furthermore another 19 dissemination seminaries were delivered to provide industrial access to the latest amendments of the TCSCA, to promote the chemical substances registration policy, help domestic companies and shareholders acquire full understanding of chemicals hazard management, continuously improve the chemical management system, and encourage company to shoulder responsibility of environmental protection, as well as give effective protection of human health and environment.
