According to the statistics from March 18, 2013 to March 17, 2014, the working contents executed by this project can be generally divided into three categories:
Regarding fugitive emission control sources, our team conducted a checking operation during the first quarter, in accordance to the "Stationary sources of air pollution control fugitive pollutants facility management regulations" Addendum I. This was done in order to check on the regulated proprietors of 19 types of professions. There are total of 97 factories listed in our county’s database, therefore, we have performed a full inspection process according to the above mentioned regulations. After the inspection, all listed units were divided into different control levels. Each fugitive sources factory in operation has to be inspected at least once every quarter, and factories with more flaws will be inspected each month until the improvements have been completed. During the project execution period a total of 621 inspections were calculated, including cooperative inspections of a total of 90 factories, among which there were a total of 77 reaching an inspection with zero flaws, which is in line with the overall fulfill rate of 79.3%.
In order to enhance people’ perception of the current year, during the checking operation period in the first quarter, we initiated the adoptive mechanism for the surrounding roads of fugitive source factories and to inspect them each month to ensure relevant wash sweeping and cleaning results. Statistically, from May, 2013 to the end of January, 2014, a total wash sweeping length of 4,310.1 km was reached and reduced about 59.5 tons of TSP. While there hasn’t been any reported case in 2013, there has been certain degree of improvement in people’s satisfaction.
In terms of maintenance and management of the Clean Air Zone, during the execution period, a total of four clean zones have been constructed and has increased the new green area by 3.2 hectares. The overall reducing effect has been excellent. Among national statistical base area completed in 2013, our county has accounted for 25.8% and the total area and was on top of the nation, and with significant greening results. The applications to EPA for a new cleaning base in 2013 has been approved with 7 cases, while our county has one base which was granted with a subsidy, and there will be four bases filing subsidy application in 2014.
As for the overall maintenance, a clean zone setting and maintenance management conference was held on May 3, 2013. We have invited executives from the Environmental Protection Administration and experts and scholars to join the meeting and to detail an explanation on the section of setting clean zone and plants maintenance management. We have executed two self-evaluating operations afterwards, given each base with substantial counseling, and given evaluations according to the maintenance management results. Therefore, we plan to perform a recognition activity on January 24, 2014 to physically encourage each winning unit.
In order to promote substantial benefits of our county’s clean zone, not only have we kept monthly tracking on each township’s clean zone for visiting or activities, but we also held one "Looking for the beauty of Yunlin – Clean Air Zone Photography Competition" for the beauty of clean zones in our county. It’s the first time we used a multiple advertising approach, include radio promotion, printing media, and innovative keyword advertising, thus creating a total exposure of about 1 million people and gathering 629 competition artworks to reach publicity results for clean zone.
In 2013, our team was actively associated with the handling of the county’s greening operations, of which some major projects included "Vertical greening work for public buildings" and "Greening work for specific area", while also promoting vertical greening work for public buildings. We held the relevant guidance meeting on April 3, 2013 to invite experts and scholars for our description on vertical greening works for public buildings and application procedures. After the meeting, we had counseled 30 different places and granted a total subsidy amount of 2.88 million NT dollars, along with the completion of 29 bases, an overall greening area of 5,302 square meters, and reached an estimate reduction of approximately 12.1 metric tons of carbon dioxide.
As for any greening works for specific areas, due to our county handling the first Agri-Expo, we choose to perform greening works on peripheral areas of Agri-Expo, include setting up two bases with a total green area of 1.2 hectares and setting up 41,000 related planting pots. We not only provide another resting area for people visiting Agri-Expo, but we also planted the seeds for promoting green living, so as to display the actual cases of promoting community greening in the future.
