102年度一般廢棄物低碳清運整合推動計畫專案工作計畫

中文摘要 本計畫主要目的在於協助地方環保機關汰換老舊清運機具,除維持垃圾清運能力與提高清運效率,以確保民眾清潔、衛生、健康之生活環境與品質外,並期能逐步推動低碳垃圾清運與降低垃圾清運油耗,邁向低碳永續家園。本計畫係延續過去6年環保署補助地方汰換老舊垃圾車之成果,並依據「資源永續循環利用推動計畫」之「垃圾源頭減量及資源回收精進策略」中「推動低碳垃圾清運工作」之規劃,持續協助環保署辦理補助汰換相關工作,並研擬提昇清運車輛使用效益之措施,研訂新型低碳垃圾車之規格規範。 本(102)年度計畫執行期限自102年1月起至102年12月止,秉公開、透明、專業與嚴密監督之原則,研訂密封壓縮式垃圾車(包括引擎動力式與電動壓縮動力式)之採購規範與共同供應契約招標文件,招標文件並已配合署內程序完成相關公聽會、研商會、技術小組審查會議以及公開閱覽作業;目前已於11月26日正式公告,並預計於明年1月7日開標;後續將由地方環保機關提出垃圾清運車輛汰換申請補助計畫書,經環保署核定後利用共同供應契約進行訂購,並於完成製作後,向環保署申請補助撥款及提報汰換成果。 本計畫亦持續彙整各縣市一般廢棄物清運資源基線資料,並按各機關條件(按鄉鎮市區分)分組比較分析一般廢棄物清運績效並提出改善建議,同時研擬清運路線整併規劃建議提供各縣市參考;另本計畫亦協助環保署彙整一般廢棄物清除車輛發展沿革,自人力清運開始,一路演進至開天式垃圾車、密封式垃圾車及密封壓縮式垃圾車,並持續彙整分析各國低碳垃圾車發展現況,研析未來可能引進我國之低碳垃圾車種類。

Integrating and Managing of General Waste Disposal System for the Year 2013

英文摘要 The objectives of this project were to assist local governments to renew their refuse collection vehicles so as to maintain their capabilities of refuse collection services and promote the efficiency for providing people a clean, sanitized and healthy environment to live in with better quality. At the same time, this project gradually promoted low-carbon refuse collection and reduced garbage colleting fuel consumption as well as toward a low-carbon, sustainable homeland. This project has been designed to continue the results of renewing local refuse collection vehicles subsidized by EPA in the past six years. Based on the “Low-Carbon Waste Collection Promotion Plan”, which included in the “Waste Reduction and Resource Recycling Enhancement Strategies” by “General Waste Resource Recycling Promotion Plan”, this project assisted EPA constantly to deal with related work, develop measures to improve efficiency in the use of collection vehicles, research and provide the specifications of new developed low-carbon garbage vehicles. This project carried out from January 2013 to December 2013. According to the principles of openness, transparency, specialization and close supervision, the project had studied and provided procurement specifications of rear loader refuse trucks (consist of engine power and electric compression power) and tender documents via the inter-entity supply contract. The tender documents have been associated with the process completion of the relevant public hearings, research conferences, technical panel review meetings and public viewing. At present, this procurement has been formally announced on November 26, 2013 and the tender opening will be expected on January 7, 2014. In the meantime, local governments might deliver the renewal plans with request for financial assistance. As soon as EPA approved the renewal proposals, local government might place the orders via the inter-entity supply contract. This project continued to collect general waste collection resources in different cities, and make group comparative analysis of general waste collection performance by the conditions of authorities as well as make recommendations for improvement. Meanwhile, the project developed collection routes and planning proposals so as to provide the reference for local governments. Also, this project assisted the EPA to collect information or general waste collection vehicles development and evolution. From human collection to open-air refuse trucks, rear loader refuse trucks and rear loader compression refuse trucks, this project continued to collect and analyze the development of low-carbon refuse trucks in the world and evaluate the typer of low-carbon refuse trucks that may be introduced to Taiwan.
