The project has accomplished eighty three field inspections for new registered premises during the implementation period. Four major problems according to these inspections we found: (1) obviously over accumulation of dust at the venting outlet; (2) mold growing on the ceiling around venting outlet; (3) insufficient cleaning frequency for return air inlet, outside air inlet and detached air conditioning filters; (4) inadequate outside air supply for diluting pollutants and hastening their discharges. For the original registered premises, the project has finished the tracing inspections of sixty five premises (seventy two premises actually since eight of them are in the same building and use the same air conditioning) which have the similar major problems as new registered premises mentioned above.
With respect to the establishment investigation of dedicated personnel position, for new registered premises, only five medical institutions sent personnel for training and obtained qualification certificates; on the other hand, for the original registered premises, only one large hardware retail store, one hotel and four medical institutions sent personnel for training and obtained qualification certificates. However, other premises all expressed they will compose a budget for certification training after official announcement.
As to the promotion of indoor air quality management, the project team comprehensively guided the eighty three new registered premises to participate in this system during field inspection service. Twenty seven premises of them has finished their basic data and written partial contents of record forms. As for the establishment of maintenance and management plan, twenty seven new registered premises and thirteen original registered premises have done their establishment and submitted their electronic files to project team for establishing it on the Indoor Air Quality Information Website of Pingtung County.
With respect to inspection testing, the project team has executed eight hundred and twenty three times (six hundred and thirteen times stipulated by the act) for eighty three new registered premises during field inspection service. The substandard ratio for carbon dioxide, carbon monoxide, formaldehyde and volatile organic compounds are 8.3%, 0%, 16.6% and 4.1% respectively. On the other hand, the project team has also executed seven hundred and twelve times (five hundred and fifty six times stipulated by the act) for sixty five original registered premises during tracing inspection service. The substandard ratio for carbon dioxide, carbon monoxide, formaldehyde and volatile organic compounds are 4.8%, 0%, 11.9% and 4.5% respectively.
As regards the analysis for indoor air quality standards, the five selected premises are Global Mall, Southern Region Senior Citizens’ Home of Ministry of Health and Welfare, National Pingtung University of Education, Chiehshou Library of Cultural Affairs Department of Pingtung County and Pingtung Train Station of Taiwan Railways Administration. Only formaldehyde concentration of 0.09 ppm for Global Mall and PM10 concentration of 85μg/m3、PM2.5 concentration of 39μg/m3 and bacterial concentration of 1,716 CFU/m3 for Pingtung Train Station failed to comply with the indoor air quality standards.
As for well-rounded guidance, the project team invited three professional scholars in environmental improvement, architecture and air conditioning areas for each premise to guide them with specific advices so they was able to understand how to improve it. The six chosen premises are Southern Region Senior Citizens’ Home of Ministry of Health and Welfare, Pingtung County Government Environmental Protection Bureau, Chiehshou Library of Cultural Affairs Department of Pingtung County, Carrefour Pingtung Store, Pingtung County Government and Pingtung Station of Kaohsiung Motor Vehicles Office.
With respect to the promotion of demonstration premises, the project team selected the Pingtung County Government Environmental Protection Bureau and Chungcheng Library of Cultural Affairs Department of Pingtung County for installing multi-function carbon dioxide monitoring instruments. In addition, two regulation demonstration workshops have been held on June 17 and August 28, 2013 and fifty eight persons from fifty five premises and one hundred and three persons from nighty six premises attended respectively. Not only that, for determining the powers and responsibilities of all the authorities on indoor air quality management, the project also convened a meeting “Cross-bureau Cooperation for the Powers and Responsibilities on Indoor Air Quality Management in Pingtung County” on October 15, 2013.
As regards the demonstration literature, the project made two hundred copies of demonstration brochures and two hundred pieces of demonstration souvenirs to provide the public and announced premises multiway to obtain related information concerning indoor air quality. We also promulgated a press release regarding demonstration workshop on August 28 and a demonstration news release “in order to Maintain Indoor Air Quality, the EPB Shares Some Tips on Well-rounded Guidance” on November 18, 2013. In addition, the project also accomplished the establishment of “Indoor Air Quality Information Website of Pingtung County” to promulgate related information about indoor air quality.
