This year the project has focused on the following five main aspects:
Scheme plan: The project has provided 2 reviews on regulations, including the auditing of toxic chemical substance permission, registration and authorization, and the bar code on toxic chemical substance packages. The auditing has been discussed with the EPA on Oct. 1, 2013, and provided competent authority with the illustrations on the questions of toxic chemical substance auditing in the past. For the organizing of bar code on packages, the flow of toxic chemical substance can be recorded by bar code on packages, and the packages and the contents are controlled, whereby competent authority can trace the flow and the source of a certain toxic chemical substance through the bar code, and businesses can confirm the quantity and the contents of cyanide one by one to strengthen the toxic substance management. The correspondence management regulations has been reviewed, corrected, and uploaded online.
Value-added System Maintenance: The project has rebuilt the hazards prevention action plan, hazards precaution files, e-application for category 4 auditing, multiple ways for log-in to enhance system log-in security, the auditing functions of transporting multiple-files statistics, the bar code function of toxic chemical substance on packages, Mobile device creativity service, and 10 more other extra services. Since the system has been enhanced, the quantity of service calls is merely about 900 a month, and the environmental institutions’ satisfaction rate to the system enhancement reaches more than 90%.
Archive checks: To enhance the correctness of the database, the checks are mainly on the following four items: the in-correspondence between certification operation and the principle for issuing certification numbers, the original files of category 4 toxic chemical substance not being void after transferring to category 1 or 2, same certificates for different toxic materials and reissuing of certificates, and the controlling numbers of environmental agents operation factories; 487 irregular files and 1,492 environmental agents are checked. The archive checks completed this year can prevent EPBs’ members from the wrong way to audit in the future.
Staff Management: 18 personnel have been assigned to all competent authorities, and interior audit scores are above 90 in average. In addition, national toxic chemical audit team has been established, and it has audited 6,188 cases, among which 260 cases are being penalized. Apparently, the audit team has brought the trend of auditing among national environmental protection administrations.
Campaign and workshop: 8 campaigns have been conducted so far, including issues of toxic chemicals, environmental agents, relevant regulations, and system operations. Participants of campaign have approved of these events by more than 80%. Besides, this project has assisted local EPBs to organize 30 campaigns, with the satisfaction rate of more than 90%.
