參與汞水俣公約會議及收集國際管制趨勢計畫

中文摘要 汞是一種重金屬,並由於汞易揮發、具生物累積性且已在危害到環境與人體健康,所以聯合國在2009年會議上已就制定汞公約達成共識,在今(2013)年第5次的政府間談判會議(INC5)上終於通過限汞公約實質內容,並將公約定名為日本提議的「水俣公約」(Minamata Convention on Mercury),本案成功以財團法人工業技術研究院身份申請成為水俣公約非政府組織,並協助環保署參與水俣公約,於會議期間收集汞水俣公約國際管制趨勢相關資料,以使本國及早因應未來汞在國際上管制後對國內造成之衝擊與影響。 本計畫重點規劃工作項目包括下列四項: 1. 收集水俣公約外交會議相關資料。 2. 協助環保署,爭取以非政府組織身份參與水俣公約。 3. 產出報告書。 4. 翻譯水俣公約本文。

Participate the “Diplomatic Conference for the Minamata Convention on Mercury” and collecting intern

英文摘要 Mercury is a heavy metal that is widespread and persistent in the environment. Mercury also has adversed effect to human health and the environment. In 2009 UNEP made a decision to review and assess options for enhanced voluntary measures and new or existing international legal instruments for addressing the global challenges posed by mercury. Industrial Technology Research Institute, Industrial Technology Research Institute (ITRI) had been recognized as NGO by Minamata Convention, and successfully participated the “Diplomatic Conference for the Minamata Convention on Mercury”. This project includes follow items: 1. Collected relative data during the Diplomatic Conference for the Minamata Convention on Mercury. 2. Assisted EPA to participate Minamata Convention with the identity of NGO. 3. Output a report of Minamata convention. 4. Translate the Minamata Convention text.
