102年水體水質改善支援及評核計畫

中文摘要 本計畫針對霄裡溪、新豐溪、烏溪、舊濁水溪、洋子厝溪、八掌溪、曾文溪、高屏溪等8條河川進行相關環境背景資料建置,並依據各流域相關資料分析結果,建議優先整治河段及指標監測站。同時亦蒐集、彙整中央及地方政府機關相關河川污染整治計畫執行情形,包含污水下水道系統建設、親水環境營造計畫、現地水質淨化設施、污水截流設施、污水處理廠操作及其他相關污染整治措施等,另依據各流域歷年水質變化趨勢、污染來源分布、水體特性及區域環境等,初擬相關污染減量因應對策及其污染削減量;並針對8條指定河川,利用水質模式模擬預期水質改善效益。 此外,亦完成高屏溪攔河堰以上、曾文溪、八掌溪及烏溪支流貓羅溪等四條指定河川水體水質水量補充調查,以完善建置各流域之長期水質監測資料及研判污染來源及研擬相關污染削減策略。並於各單位污染整治相關計畫推動的同時,協助督促縣市政府正常操作維護現地水質淨化設施,落實場址自主管理之目的;並同時新增陸續完工之現地處理設施場址於相關資訊網頁,以提高民眾對於相關環保設施之認識。 同時本計畫協助完成編製101年度各縣市、各行業及40條重點流域三類水污染綠色國民所得帳,以提供 貴署施政參考及行政院主計處編算環境品質質損帳之用;並協助支援全國河川緊急應變相關工作、水質異常原因分析及辦理相關水質管理會議等,以掌握河川水質變化趨勢並滾動式管理相關污染整治情形。

2013 Water body quality improvement support and evaluation plan

英文摘要 This plan targets eight rivers of Xiaoli River, Xinfeng River, Wu River, the Old Jhuoshuei River, Yangzaicuo River, Bazhang River, Tsengwen River, and Kaoping River to establish relevant environmental background data and based on various basins’ data analysis results, gives recommendations on river segments and indicator monitoring stations prioritized for improvements. In the meantime, the plan also collects and compiles related execution conditions of river pollution improvement plans implemented by the central and local government agencies including underground sewage system constructions, water friendly environment construction plans, onsite water quality purification facilities, sewage closure facilities, sewage processing plant operations, and other pollution improvement related measures. And based on different basins’ yearly water quality variations, pollution source distributions, water body characteristics, and regional environments, the plan drafts initial pollution reduction countermeasures and estimated pollution reduction volume, and for eight designated rivers, uses water quality model to simulate and evaluate effects of water quality improvements. In addition, supplementary investigations of water body quality and quantity of four designated rivers of Kaoping River weir and above, Tsengwen River, Bazhang River, and Maoluo River, branch of Wu River are also completed in order to successfully buildup the long-term water quality monitoring data for various basins, identify pollution source, and plan for related pollution reduction strategy. And while different agencies executing their pollution improvement plans, the plan assists in ensuring correct operations of onsite water quality purification facilities operated by local governments, fulfilling the purpose of implementing autonomous onsite management, and in the meantime, update addresses of newly completed onsite processing facilities on the website to raise public awareness in environmental protection facilities. In the meantime, this plan assists in the editing of 2012 Green GDP in different cities, counties, businesses, and forty major rivers, which can serve as administration references for your Agency and calculation applications for Directorate-General of Budget, Accounting and Statistics, Executive Yuan, R.O.C in environmental degradation account. And the plan also assists in the support of emergency response works of national rivers, abnormal water quality cause analysis, and conducts water quality management meetings to control the trend variations of river water quality and perform rolling management for related pollution improvement conditions.
