The implementation of this project included three main parts:
(1) Continuously improved and promoted the industrial waste recycling management：
(a) Revised and drafted the management regulations of recycling industrial waste which administrated by the environmental protection agency. In addition, reviewed the industrial waste recycling management, and proposed advisement of amendments and execution plan.
(b) Analyzed the new organization of Ministry of Environment and Natural Resources and the current status for related regulations on recycling; and analyzed the competition among recycling regulations, and proposed regulatory amendment advise.
(c) Completed the modify suggestion of relevant articles and management measures related to waste renewable content of “ Resource Recycling Act (draft) ” and the progress of legislative work.
(d) Completed the evaluation up to 20 types of waste of the recycling feasibility and management method to be announced as recycling items according to the “Resources Recycling & Reuse Act” or“Waste Disposal Act”.
(e) Provided the recycling management guidebook of “Scrap iron” and “Waste Plastic” as the reference for the competent authority.
(2) Promoted the management of resources recycling:
(a) Collected foreign cases (EU, US and Japan) about waste which has been identified with product, and relevant laws about end of waste criteria, and the application of the European Court of Justice Cases.
(b) Established the end of waste criteria for materials produced from waste reclaimed process.
(3) Assisted recycling permit examination:
(a) Provided modify suggestion for the information management system planning building conditions along with progress of EPA ”Integration of industrial waste recycling management plan”
(b) Accepted 4 recycling permission applications; rejected one and approved the other three.
(c) Analyzed the operation process of audition and inspection of waste recycling plants by the central industry competent authority, and established the audition and inspection process of permitted recycling plants administrated by the environmental protection agency.
