103-104年戴奧辛、有害金屬稽查管理暨細懸浮微粒檢測業務

中文摘要 本計畫主要工作內容為進行高雄市轄區之戴奧辛污染源巡查及稽查檢測作業、重金屬污染源稽查檢測作業、戴奧辛與重金屬空氣品質監測、戴奧辛減量輔導評鑑及技術轉移訓練、細懸浮微粒(PM2.5)檢測、鉻及六價鉻檢測作業、粒狀物、氮氧化物及硫氧化物(PSN)稽查檢測、揮發性有機物(NMHC)稽查檢測、燃料含硫份檢測分析作業等。103-104年度執行成果如下: 1. 已完成170根次戴奧辛污染源巡查作業,查核缺失廠家包含品宥、盛發、冠帝興業、元鴻、介慶、在仁成、興宇鋁業、台灣中油大林廠、盈池、一殯及永記等共十一家,已請廠家限期進行改善並提報環保局,相關追蹤情形及不合格率已於第3.4節撰寫。 2. 已完成50根次戴奧辛煙道稽查檢測,濃度介於0.001 (中石化小港PC01)至3.02 (台塑仁武P204) ng I-TEQ/Nm3,其中有2根次煙道戴奧辛檢測超標,其為上采興業股份有限公司高雄廠P101 (1.59 ng I-TEQ/Nm3;標準為 0.5 ng I-TEQ/Nm3)以及台灣塑膠工業股份有限公司仁武廠P204 (3.02 ng I-TEQ/Nm3;標準為 1.0 ng I-TEQ/Nm3),超標原因已於第3.2.7探討。其餘48根次檢測分析結果皆符合法規排放標準。 3. 已稽查檢測30根次煙道重金屬(鉛、鎘、汞)濃度,對象含大型焚化爐9根次、中小型焚化爐17根次、醫療廢棄物焚化爐1根次、鍋爐發電1根次、鍋爐蒸氣產生程序1根次、其他基本化學材料製造程序1根次,檢測分析結果皆符合法規排放標準。 4. 已於高雄市楠梓國小空氣品質監測站,完成四次戴奧辛空氣品質監測,及二次重金屬空氣品質監測,監測結果顯示2月份之PCDD/Fs濃度(0.1338 pg I-TEQ/Nm3)為最高,9月份之PCDD/Fs濃度則最低 (0.0246 pg I-TEQ/Nm3),相關可能貢獻之污染源已述於第5.1.2節中。 5. 本計畫稽查發現戴奧辛超標及過去超標尚未改善完成之固定污染源場所,分別為大隆保利龍(蒸氣鍋爐)、上采興業(蒸氣鍋爐)、元鴻發展(蒸氣鍋爐)及晉通化學(蒸氣鍋爐),已邀請專家學者會同環保局長官至現場評鑑後,並提供廠方PCDD/Fs及PSN減量改善建議。 6. 已檢測10根次管道細懸浮微粒(PM2.5)檢測,分析物種包括金屬成份、水溶性成份及碳成份,凝結性微粒(FPM)濃度介於0.062至26.5 mg/Nm3,以火葬場濃度最低,廢液焚化爐濃度最高。 7. 已進行34根次管道PSN、30根次VOC稽查檢測、5根次六價鉻檢測及61個燃料含硫份樣品,其中PSN稽查共有5家超標根次,管道VOC稽查檢測皆符合其排放標準,燃料含硫份稽查檢測共有1家超過管制標準。

Inspection administration of dioxins and heavy metals and measurement of fine suspended particles (2

英文摘要 This project focuses on the industrial process inspections and unannounced smokestack flue gas investigations for polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs), heavy metals (Pb, Cd, and Hg), fine particulate matters (PM2.5), chromium and hexavalent chrome, particulates-sulfur oxidants-nitrogen oxidants (PSN), and non-methane hydrogen carbon (NMHC); fuel samples were also collected and analyzed for sulfur contents from the stationary sources in Kaohsiung City. The ambient air, in an air quality monitoring station were also collected and analyzed for PCDD/Fs, polychlorinated biphenyls (PCBs), and 19 heavy metals. The approaches of this project in 2014 and 2015 are described as follows. 1. This project has inspected 170 industrial processes and their smokestacks. Most of the factories were corresponded to the regulated standards of operation conditions recorded in the operation permit. However, some factories still had violated the regulated standards which are inquired to modify/improve and will be checked again in the following period. We will continuously ask the improvement industrial processes. 2. There were 50 stationary sources unannounced investigated for PCDD/Fs emissions in 2014 and 2015. The PCDD/Fs concentrations ranged between 0.001 (Wastewater incineration) and 3.02 (dichloroethane processing) ng I-TEQ/Nm3. Two of the 50 station sources were found to violate the PCDD/Fs emission regulation of Taiwan EPA. One is the steam generation boiler (fueled by woodchip) with the mean total PCDD/F concentration 1.59 ng I-TEQ/Nm3 in the smokestack flue gas; the other one is dichloroethane processing with the mean total PCDD/F concentration 3.02 ng I-TEQ/Nm3 in the smokestack flue gas. The respective PCDD/F emission regulations are 0.5 and 1.0 ng I-TEQ/Nm3. The reasons why they were violated the PCDD/Fs emission regulation is described in section 3.2.7 of this report. 3. The emission sources of heavy metals (Pb, Cd, and Hg) were detected from the smokestacks, including 9 MSWIs, 17 IWIs, 1 MWIs, 1 CFB, 1 WFBs. All the detected sources are within the regulated values. 4. Four times ambient air monitoring were scheduled for analyzing PCDD/Fs and PCBs, and twice was for analyzing 19 heavy metals in the Nanzi ambient air monitoring station. In 2015, results show the highest PCDD/F I-TEQ concentrations in February (0.1338 pg I-TEQ/Nm3). In 2014, results show the lowest PCDD/F I-TEQ concentrations in September (0.0246 pg I-TEQ/Nm3). Possible contribute sources had described in section 5.1.2. 5. Four factories of the station sources were arranged for PCDD/Fs and PSN emission reduction consults owing to the violations of the PCDD/Fs emission requirements. The control strategies of PCDD/Fs were suggested. 6. Ten of the PM2.5 samples from the smokestack flue gases were collected and analyzed. The concentrations of filterable particulate matter for those size < 2.5 μm ranged between 0.062 and 26.5 mg/Nm3. The lowest FPM concentration was found in the crematorium, while highest concentration was found in a liquid waste incinerator. 7. There were 34 PSN, 30 NMHC, 5 chromium and hexavalent chrome collected from the smokestack flue gases and 61 fuels were analyzed for sulfur contents. Five of the 34 station sources were found to violate the PSN emission regulation of Taiwan EPA. There were one of the 61 station sources were found to violate the fuels regulation of Taiwan EPA.
