103年度電動車營運與電能補充服務規劃專案工作計畫

中文摘要 本計畫目的在於規劃與發展適合國內的電動車營運與電能補充方式,並推動示範運行,藉由示範運行成果,驅動未來大規模的電動車輛與相關服務的正式營運。 本計畫重要執行成果包括: 1.鼓勵業者開發電動二輪車共通電池,由於104年起通過認證測試的款式由兩款增加至6款,促使其售價降低20%,並促成品牌大廠光陽公司投入開發及申請認證。目前投入共通電池改裝補助的電動自行車業者合計23家(佔30家向環保署申請3仟元鉛酸電池購車補助的77%)23款,計有7家9款車型已取得6,000元購車補助資格並已上市銷售,其中5家5款已上市銷售。 2.完成北高兩市合計2130次電動二輪車電池交換系統可靠度之驗證稽核,促使廠商加強交換站檢修及提升服務品質,新北市測試前半段成功交換率94.4%,驗證完成時提升至96.3%,成功交換率提升1.9%;高雄交換站的測試成功率僅60.1%。 3.建立西螺果菜市場電動蔬果運輸車標準認證機制與補助管制流程,透過標準化及文件化制度,使產品安全、性能及品質得以兼顧。目前已有4家車廠5款車型取得補助資格,並已完成19件購車改裝補助作業。由於建立具特色之電動三輪改裝及共通動力模組方案,使用滿意度遠高於四輪新車,解決運銷商對於成本、操控性、迴轉半徑及剎車力不足的疑慮。目前已汰換柴油拖板車56輛,達成西螺果菜市場500輛汰換目標之11.2%。 4.透過可電池交換慢速電動車之建置與測試活動,完成慢速電動車24V鋰電版共通電池規格之擬定,相關經驗可作為慢速電動車政策推動的參考。 5.透過業者訪談及意見回饋,提出搭配物流業配送需求,推動「公車站牌式集卸貨物流車專區」方案,進行物流電動車示範車隊運行。 6.舉辦8場聯盟會議及1場國內研討會。 7.於世界電動車會議暨展覽會(EVS28)發表論文1篇。

Plan of Electric Vehicles Operation and Recharging Service

英文摘要 The objective of this project is to plan and develop the suitable operation and recharging models for electric vehicles. Besides, it also aims to promote the pilot runs of electric vehicles so as to push the development of the real large-scale operation of electric vehicles and services in the future. The important implementation achievements of this project include: 1.This project encourages the manufacturers to develop common batteries of electric two-wheeled vehicle. Since 2015 the certified models of batteries increased from two to six, prompting its price reduced by 20%, thus contributing KYMCO to invest in developing and applying for certification. At present a total of 23 manufacturers apply for subsidy to modify electric bicycle using common batteries. There were 7 manufacturers 9 models have obtained NTD 6,000 vehicle subsidy qualifications and 5 manufacturers 5 models have been sold in the market. 2.The project completed 2130 times to audit the reliability of the electric motorcycle battery exchange, thus prompting manufacturers to strengthen exchange system maintenance and improve service quality, the new Taipei test successfully exchange rate from the first half was 94.4% increased to 96.3%. When the verification is completed, the successful exchange rate increased 1.9 percent. Test success rate of Kaohsiung battery exchange station was 60.1%. 3.This project builds Siluo electric fruit and vegetable market fruit and vegetable truck standard authentication mechanism and subsidy control processes through standardization and documentation system, the product safety, performance and quality can be taken into account. At present, 4 manufacturers of 5 models have obtained subsidy qualifications. It has completed 19 car modification subsidy programs. Since the establishment of three-wheeled electric vehicle and common electric power module modified car program, user satisfaction is much higher than four new vehicles. It solves the concerns of marketing provider for the costs, handling, turning radius and poor braking force. It has eliminated 56 three-wheeled diesel trucks, and reached 11.2% of eliminate 500 out targets in Siluo market. 4.The project builds and tests a use of interchangeable batteries low-speed electric vehicle to complete the 24V lithium battery version common specifications. These experiences can be used as low-speed electric vehicle policies to promote reference. 5.This project through interviews with industry and feedback, made with the logistics and distribution industry needs to promote "Bus stop set unloading logistics electric vehicles Zone" program for logistics electric vehicle demonstration fleet operation. 6.It completed 8 alliance meetings and 1 seminar. 7.It published a paper in the EVS(Electric Vehicle Symposium)28.
