103年度桃園縣空氣品質監測站暨實驗室資訊品保品管查核計畫

中文摘要 本計畫執行期限自民國103年3月18日至104年6月30日止,計畫主要工作目標包括如下:(1)執行空氣品質自動監測站儀器績效查核作業、儀器功能檢查作業、電力安全及接地查驗工作; (2)進行空氣品質人工測站儀器功能檢查作業; (3)進行空氣品質監測站監測資料及報表與網頁資訊檢核作業、空氣品質監測中心管理維護作業及實驗室品保品管查核作業; (4)提出建議方案藉以修正或改善監測系統的缺失。 本報告為計畫期末報告,執行期限為自民國103年3月18日至104年06月30日止,已完成工作包括:針對4站空氣品質自動監測站分別執行各6次功能檢查作業、2次績效查核作業、2次電力安全及接地系統檢查;針對7站空氣品質人工測站分別執行各6次儀器功能檢查作業、執行每日例行性監測資料及網頁資訊檢核、監測中心管理維護作業、針對維護作業月報進行月報審核、辦理實驗室教育訓練、辦理實驗室模擬評鑑查核等。 空氣品質自動測站功能檢查藉由檢查人員逐項確認儀器狀況及維護項目之方式,用來評估測站監測儀器運轉狀況及維護作業品質。本計畫執行期間共計完成6次功能檢查,儀器準確度檢查均符合數據品質標準,其他缺失為新興站PM2.5監測儀管路漏氣需進行改善。 空氣品質自動測站績效查核係指對監測儀器產出數據做定量查核,通常以已知濃度氣體、標準液或經校正比對合格之標準設備作為標準件,對測站儀器加以準確度確認。本階段2次績效查核共執行8站次績效查核,總查核144項次,僅2項次未達查核品質標準,查核滿意率98.6%,準確度表現良好。 空氣品質自動測站電力安全及接地系統查驗主要為確保監測站作業環境安全,本階段2次檢查共執行8站次查驗,電力安全部分發現4項次缺失,接地系統查驗發現2項次缺失,相關缺失後續複查均已改善完成。 空氣品質人工測站主要針對TSP高量採樣器進行功能性檢查及流量查驗,共完成6次檢查,顯示採樣器功能運作正常,流量查驗誤差均符合數據品質標準,顯示人工測站運轉狀況良好。 實驗室教育訓練課程及實驗室執行模擬評鑑查核及現場評鑑均已完成,其中評鑑結果及意見均提送環保局做為改善參考。 監測資料及報表與網頁資訊檢核均依據專門訂定之檢核項目進行檢核,相關問題或缺失均即時呈報環保局並盡速協助處理。以上摘要對應之詳細執行狀況參閱本報告內文。

Quality Assurance and Quality Control Program for Ambient Air Monitoring Stations and Laboratory inf

英文摘要 The executing period of this project is from March 18th 2014 to June 30th 2015. The main objects going to be fulfilled by this project are as follows: (1) the execution of air quality automatic monitoring nstruments performance audit, functional check, electrical safety check, and grounding system check. (2) The executing of functional checks on TSP Hi-Vol samplers. (3) The executing checks on the data of air quality monitoring stations, forms of statistics, and information on website; also, the maintenance work of air quality monitoring administration center and inspections of lab audit. (4) Submitting proposals to modify or improve the flaws in monitoring system. This is the progress report of the project during March 18th 2014 to June 30th 2015. Tasks done during this phases include: the functional checks and performance audits that were performed twice and separately on four air quality automatic monitoring stations, the electrical safety and grounding system checks that were performed twice and separately on four air quality automatic monitoring stations, the instrument functional checks performed six times and separately on seven TSP Hi-Vol air quality stations, the execution of daily routine audit on monitoring data and website information, the maintenance of monitoring administration center, the inspections of monthly reports on monthly maintenance work, handing laboratory training and evaluation check. The functional checks on the air quality automatic monitoring stations were given by inspectors in a way that checking the conditions of the equipment and the maintaining items one by one in order to analyze the function of monitoring equipment and the quality of the maintaining work. The progress have done six times inspections, the equipment’s accuracy all matched the quality standard. just found 1 item missing in funcional checks, that is PM2.5 analyzer’s sampling tube has leaks. The performance audit primarily inspected the deviation between the monitoring data and the standard value (accuracy). There were 8 stations completed, audited items total were 144, only 2 items did not meet the audit quality objectives, the degree of satisfaction was 98.6%. The electrical safety and grounding system check was mainly to focus on operational safety of the station. There were totally 8 stations checks, just found 4 items missing in electrical safety check, and 2 items missing in grounding system check. All missing have been improved ompletely.The functional checks of TSP Hi-Vol samplers aimed on functional check and sampling flow audit. The results of the six inspections for this phase revealed the TSP Hi-vol sampler were running normally. The flow audits all matched the quality standard, which means that ambient air quality monitoring stations were functioning well. The checking on the monitoring data and the forms of reports as well as the website information were all executed according to the specialized inspection items. Relative problems and defects were all reported immediately to the Environmental Protection Bureau and were resolved as soon as possible.
