103年度新竹市土壤及地下水污染調查及查證工作計畫

中文摘要 本計畫截至民國103年12月期末報告階段,工作團隊完成之各工作項目進度,摘述如下: 一、香山區之19口場置性監測井,豐、枯水期檢測結果: (一) 枯水期委由佳美環科及瑩諮科技檢測分析,瑩諮科技分析結果僅牛埔東路568巷內的鉛超過管制標準。 (二) 豐水期有8口監測井枯水期有7口監測井氨氮超過地下水監測標準;豐、枯水期各有1口監測井(W102-03中華路旁) 總有機碳超過地下水監測標準;豐水期6口監測井枯水期有7口監測井鐵超過地下水監測標準;豐、枯水期各有7口監測井錳超過地下水管制標準。 (三) 揮發性有機污染物於枯水期檢測皆未超過管制標準,其中1,1-二氯乙烯1,1-二氯乙烷、順-1,2-二氯乙烯、氯仿、三氯乙烯(最高的為F010牛埔東路568巷口0.0362 mg/L)、甲苯及四氯乙烯有檢測出。豐水期檢測結果,牛埔南路374巷口三氯乙烯測值為0.0887 mg/L超過管制標準0.05 mg/L,F004香山公園、F010牛埔東路568巷口、牛埔南路207巷口及箱根汽車旅館等4口監測井有測出但未超過管制標準。 二、科學工業園區21口場置性監測井檢測,豐、枯水期檢測結果:豐枯水期監測結果皆低於管制標準。 (一) 區內監測結果:枯水期有5口監測井鐵超過地下水監測標準;3口監測井錳超過地下水監測標準;VOCs濃度皆未超過管制標準,但氯仿、三氯乙烯、四氯乙烯、乙苯及二甲苯項目皆測出微量濃度,園區一路、竹村二路、靜心湖及實驗中學氯仿、三氯乙烯都有測值。豐水期有7口監測井鐵超過地下水監測標準;有6口監測井錳超過地下水監測標準;VOCs濃度皆未超過管制標準,但1,1-二氯乙烯、氯仿、三氯乙烯、四氯乙烯項目有檢測出微量濃度,但未超過管制標準。 (二) 預警井網監測結果 1. 竹科#9、竹科#10及竹科#12監測井皆設置於學校內,以及竹科新竹園區監測井屬人口較密集的區域,地下水中氨氮檢測值為0.47~24.6 mg/L,超過地下水監測標準0.25 mg/L。 2. 鐵及錳各有9口及8口監測井超過地下水監測標準。 3. 豐水期W100-2愛民公園與W101-1金山街(集福宮)監測井鉛測值分別為0.123 mg/L及0.106 mg/L,超過地下水監測標準0.10 mg/L 4. VOCs濃度皆未超過管制標準,但W101-3民享街、W102-11風空路、竹科#7、竹科#8、竹科#9、竹科#10及竹科新竹園區(新竹污水廠)監測結果三氯乙烯有微量測值,推估可能受科學園區內污染場址擴散影響,其他氯仿、1,1-二氯乙烯、反-1,2-二氯乙烯、四氯乙烯、三氯乙烯、1,1-二氯乙烷、甲苯及二甲苯等項目皆測出微量濃度。 三、全國園區加油站因環保署「加油站土壤及地下水污染調查計畫(第七期)(乙)」檢測全國園區站簡易井發現TPH濃度超標,而後設置標準井,檢測結果符合地下水管制標準,所以移交環保局進行後續監測,本年度地下水皆符合管制標準。 四、教育大學由於環保署監測出氯仿要求環保局持續監測,枯水期進行監測井地下水VOC採樣監測分析,監測結果氯仿為0.00148 mg/L,未超過第二類管制標準。 五、仁愛段920地號周邊民井採樣分析,今年度監測5口民井,檢測結果VOCs項目皆低於地下水管制標準。 六、仁愛段920地號於7月初進行2口30m地質鑽探及2口監測井設置。 七、仁愛段920地號於11月底及12月初進行4口簡易井設井及地下水調查採樣。 八、本計畫對科學園區19號監測井地下水污染區域之5口既設監測井進行監測,檢測結果皆低於管制標準。 九、新統銅業股份有限公司高污染土方已離場,本計畫於5月23日進行堆置區查證,檢測結果重金屬皆低於土壤污染管制標準。 十、香山加油站已於6月30日進行土壤驗證作業,土壤驗證點數為6點及地下水2井次採樣分析,檢測結果土壤及地下水污染濃度皆低於管制標準,惟污染土方仍堆置於站內尚未依據核定污染改善計畫書離場處理,仍持續列管中。 十一、光明加油站已於6月27日進行土壤驗證作業,土壤驗證點數為6點及地下水2井次採樣分析,其中位於油槽及加油島間之R02 TPH 4560mg/kg超過土壤污染管制標準,地下水苯標準井及簡易井WC02及WC05濃度分別為0.257 mg/L及0.295 mg/L超過地下水污染管制標準0.05 mg/L。 十二、為加強民眾及業者土壤及地下水保育觀念,於5月配合環保局淨溪活動,現場以海報、有獎徵答及快問快答等方式進行土壤及地下水環境教育宣導。另於103年11月4日辦理地下儲槽系統說明會,邀請環保署加油站申報系統管理單位,針對本市列管業者進行系統申報、操作維護及常見問題說明及雙向交流。 十三、完成103年度上、下半年監測井巡查,共計176口井及本年度監測井維護執行12口外觀維護、8口內部功能維護及16口井體攝影,井中攝影作業中井壁有積垢之監測井,進行洗井作業以維護監測井功能。 十四、於103年12月4日辦理5口場置性台塑洩油場址SWB-01、SWB-02及SWB-03及臺灣木材防腐股份有限公司MW130001-02(重設)及MW130001-04解除列管及未持續監測之監測井廢井作業。 十五、解除列管農地追蹤調查,4筆地號上有建築物(無法採樣),共調查94筆地號,190點。其中香雅段0349等9筆地號鉻、鎳、鋅及銅等超過食用作物之農地土壤管制標準。
