桃園縣農地土壤污染控制場址改善計畫(第二期)污染改善工作(甲)

中文摘要 本計畫主要目的係針對桃園市農地土壤污染控制場址調查及改善,藉由翻轉稀釋法進行改善工作,俾能解除列管。計畫範圍涵蓋大園區。各工作項目依規定執行,包含提送工作計畫書、污染控制計畫書、工作成果月報及工作日誌、工作進度報告、舉辦農民地主說明會及農地巡查,並執行計畫範圍內農地細密調查、地籍鑑界、翻轉稀釋改善、自行驗證、解除列管及現地回復等作業。 除依計畫預定工作內容與契約書之相關規定執行外,另配合環保局,就本計畫執行之品質要求與進度控管,定期召開工作檢討會及各項審查會議 本計畫工程成果為(1) 針對桃園市土壤污染控制場址之456筆(約77.3801公頃)農地,推動土壤細密調查工作,並完成農地篩選及改善工法分類之建議,共篩選出253筆(約47.03公頃)可翻轉稀釋場址,及200筆(約29.77公頃)排客土場址,並提出控制計畫書經審核通過,提供環保局後續農地改善之參考依據。(2) 完成12筆農地地籍鑑界及召開4場次農民地主說明會。(3) 完成桃園地區172筆(約31.6284公頃)污染農地翻轉稀釋改善及地力回復工作,使污染農地可以恢復農業用途,達到維護國民健康及土地永續利用之目標。

Pollution improvement project (II)t for farmland soil pollution control sites at Tao-yuan County(A)

英文摘要 The project was to confirm the degree of heavy metal pollution and to take remediation measures on restricted farmlands in Taoyuan by soil dilution method. Aforementioned farmlands were located in Dayuan district. By the end of this project, tasks that were finished included (1) submitting a work plan, pollution control plans, monthly performance reports, daily activity logs, and progress reports, (2) holding discussions for farmers and landholders, (3) confirming the degree of heavy metal pollution of former-polluted farmlands and recently-controlled farmlands, (4) Inspecting the restricted farmlands bimonthly to avoid abnormal use, (5) defining the scope of polluted farmlands, (6) carrying site remediation by soil dilution, self-verification, third-party-verification, and fertilization, and finally (7) lifting site restriction. Besides, TYDEP also held discussions at regular intervals to examine the performances. Moreover, we maintained the “Remediation Management System of Taoyuan Polluted Farmland” to manage and control the schedule, helping TYDEP get involved in the project. The achievements included confirming the degree of heavy metal pollution on 456 numbers (77.3801 hectares) of polluted farmlands, after that 253 numbers (47.03 hectares) of farmlands were classified as soil-dilution sites, 200 numbers (29.77 hectares) were classified as soil-exchange sites. Also, we held 4 terms of discussions for farmers and landholders, and defined the scope of 12 numbers of polluted farmlands. Besides, we carried site remediation on 172 numbers (31.6284 hectares) by soil dilution, self-verification, third-party-verification, fertilization, and finally lifted site restriction as to recovery agricultural use for contaminated-farmlands.
