103年臺中市固定逸散源管制與洗掃街管理計畫期末報告
| 中文摘要 | 本計畫於103年1月1日至103年12月31日執行期間，有關各項工作重要成果包括：固定逸散源527家次法規符合度現場查核作業，其中有缺失家次達161家次，輔導改善157家次(另有4家仍於告發處份限改期間)；臺中港區稽巡查24次共計26件，現場進行處分共有4次；針對10年以上加油站法規符合度查核222站；加油槍抽氣量與加油量比率（氣油比）檢測1,029槍次，合格槍數840槍，合格率81.63%；油氣管線壓力衰減洩漏（氣漏）檢測30站次，1站不合格；定檢報告線上審查782件，其中氣漏205件、氣油比577件；2月份辦理兩場次「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法」宣導說明會，共有185人參與；3月份辦理「臺中市加油站業者自主管理措施暨油氣回收設施維護保養法規宣導說明會」、「臺中市各區隊洗掃街相關教育訓練」及「臺中市街道灑水降溫作業研商會」，各有228、52及27人參與，9月8日至10月6日針對臺中市境內國小三、四年級學童辦理不強迫加油網路宣導活動暨逸散動畫宣導，宣導人數達1,172人，另固定逸散動畫宣導上傳至youtube供民眾觀看。 | ||

| 英文摘要 | This plan was carried out from Jan 1 to Dec 31 2014. The important results produced are provided as follows. A survey was performed on the compliance of 527 stationary sources of emission with applicable regulations, including 161 with defects and 157 that required improvement (with 6 still on probation for improvement by given deadlines). 26 sites at Taichung Harbor were audited on 24 trips and 4 were cited on site. Legal compliance was checked on 222 gas stations established for more than 10 years. 1,029 gas pumps were checked for the gas pump air pumping quantity and fueling quantity (fume/fuel ratio) and 840 were qualified with a qualification rate of 81.63%. 30 gas stations were examined for pressure loss and (air) leaks in fuel lines with 1 found problematic. 782 inspection reports were reviewed online and 205 were found with air leaks, and 577 of them were related to the fume/fuel ratio. 2 sessions of presentation were given for the promotion of “Management Regulations for Facilities to Control Fugitive Dust Air Pollution from Stationary Pollution Sources” in February and there were 185 people attending. In March, there were the “promotional presentation for regulations regarding the self-management measures and fume recovery facility maintenance for gas stations in Taichung City,” “training session for street cleaning at districts of Taichung” and “workshop for water spraying on streets of Taichung City for cooling down” and there were 228, 52 and 27 attendants, respectively. A series of online propagandas and campaigns for not forcing the fueling process were promoted among 1,172 school children at 3rd and 4th grades in Taichung City from Sep 8 to Oct 6. The animation film for stationary emission sources was posted on YouTube for public access. | ||
