103年度新北市營建工程空氣污染防制計畫

中文摘要 新北市營建工程空氣污染防制計畫,執行期程12個月,曾執行人力 共計22人,工作項目均如期完成。各項工作成果依工作範疇區分成八項, 包括資料蒐集及策略研擬、空氣污染防制費徵收與管理、網路申報系統 管理及推廣、巡查作業、營建工程雲端管制系統管理、施工機具噪音管 制、宣導作業及品保品管作業等。 在資料蒐集及策略研擬工作,推動污染通報業主聯管系統,邀集十大 建商、包商及特定管制區建商等對象參與;另調查市內興建中環評工程, 經本計畫輔導及協談後,多數削減率已維持在50%以上;噪音防制措施方 面,從周界減音措施與減少噪音干擾兩方面進行宣導;另外在營建工程污 染較嚴重區域包括八里、新莊、新店、土城等行政區,針對削減率低之工 程,要求加強工區內防制設施之落實,以提升具體減量之成效。 在空氣污染防制費徵收與管理工作,以落實污染者付費為目的,計 畫期間協助本市營建工程空氣污染防制費新申報工程徵收3,706件;各月份空污費主動到繳率達80%以上;在便民服務上,持續辦理提醒申報 簡訊通知服務、設置意見箱廣納申報建議、發送空污費宣導文宣等服務。 在網路申報系統功能開發及推廣工作,為達到「全面E化作業」及 「提升民眾滿意度」目標,今年度順利導入營建工程空污費線上申報作 業,並辦理相關訓練會與操作講習會。 在巡查管制工作,已擴充營建工程電子化稽巡查作業系統功能與新 增巡查派遣作業。現場巡查達12,260處次,納管率達79.8%,為提升敏感 區域污染削減率,劃定八大管制專區列管28處營建工程,配合高污染工 程階段盯睄管制、道路管線工程推動廢土不落地、完工洗掃、輪替式輔 導缺失工程、推動工程道路認養等管制策略,經管制後共削減總空氣逸 散粉塵量22,783.5公噸,削減率達64.0%,為近年最高,顯示執行之各項 防制策已見成效。 在營建工程雲端自主管理系統工作,今年度擴充查核項目功能、擴 增照片上傳張數、建立提醒功能並建置後台管理模組,計畫期間推廣559 家工地配合簽署雲端自主管理,並辦理雲端管制系統示範表揚會。 營建工程施工機具噪音管制,主要目的是輔導營建工程機具減音措 施,且提出4處噪音輔導改善成效示範案例,並執行施工機具實地運轉音 量量測工作,辦理2場次噪音防制協商會議。巡查過程亦加強宣導噪音管 制法相關法令,及作業時段控管等工作,避免造成噪音擾寧。 在宣導作業方面,依據不同主題及目的召開4場減量協商會議及2場 法令宣導會,會議中除加強說明營建工程空氣污染防制要點,並同時宣 導本局各項簡政便民服務項目;另完成法令宣導手冊印製及發放工作, 建置營建工程污染防制宣導網,使民眾其能隨時查閱,可於最短的時間 內獲得最正確之知識。計畫期間亦完成628份問卷調查,瞭解民眾對於營 建空污費網路申報系統操作認知及提供相關建議或待加強項目。

英文摘要 The air pollution control program of construction in New Taipei City, with an execution period of 12 months and comprising a team of 22 people, has been completed on schedule. The program is subdivided into the following eight categories: data collection and strategy formulation, collection and management of the air pollutioncontrol fee, management and promotion of the online reporting system, on-site inspection, the cloud self-management system for construction engineering management, construction machinery noise control, policy promotion, and QA/QC. In respect of data collection and strategy formulation, effort has been put into establishing a pollution reporting system connecting constructors of all levels. The top ten development companies of the city, subcontractors and builders have all been invited to participate in the above-mentioned system. The environmental evaluation of ongoing projects in the city has also been put under scrutiny; after much effort directed at guidance and negotiation, the reduction rate for most projects has reached over 50%. The noise control features of this program focus on the implementation of noise reduction measures at the perimeter of the construction sites as well as noise reduction itself. In areas like Bali, Xinzhuang, Xindian, and Tucheng where construction pollution has been higher than other localities, construction projects that have done poorly in terms of their rate of pollution reduction have been closely scrutinized for their implementation of pollution prevention measures on the construction sites so as to increase the overall reduction rate. The collection and management of the air pollution control fee is based on the user-pay concept. During the implementation period, a total of 3,706 construction projects paid the air pollution control fee, with the average collecting rate for monthly air control fees being more than 80%. For the convenience of the public, SMS notifications, a suggestion box and pollution control fee pamphlets are provided. The online reporting system has been developed in accordance with the goal of “E-operation” and “improvement in public satisfaction”. The online reporting for payment of air pollution control fees has been successfully introduced. In addition to that, training sessions for online payment of air pollution control fees have been held. In regard to on-site inspection, the electronic operating system for inspections has expanded its functions and has been facilitated with a new inspection dispatch mechanism system. On-site inspections have been conducted 12,260 times, achieving 79.8% of the total control rate. To improve the pollution reduction rate in areas of concern, 28 construction projects in the eight controlled areas have been listed for close surveillance. The monitoring of high pollution projects, the requirement for pipeline construction projects to prevent airborne dust, the obligation for a clean-up to follow the completion ofconstruction, the establishment of a rotating system for guidance and supervision to help poorly performing projects, and the promotion of construction road adoption are among the measures put in place for pollution control. These measures have helped reduce 22,783.5 tons of fugitive dust from construction projects, which translates to a cut in the total pollution rate by 64.0%, the highest ever, indicating that the control strategies have already yielded positive results. As regards the cloud self-management system for construction engineering, a large expansion was seen in the number of projects and the number of photos uploaded. In addition, there is an alert function in the system and an administrative module. During this year’s implementation of the program, 559 construction sites have joined in the cloud self-management system for construction engineering and events have been held to promote and demonstrate the system. In the area of noise control of construction machinery, the main purpose has been to promote the noise reduction measures in construction engineering machinery, to highlight four cases where the goal of noise reduction has been achieved through consultation, and to measure the volume of construction machinery in operation. Noise prevention consultative meetings have also been held. During the inspection process, laws concerning noise control and regulations on operating hours have been reiterated, in a bid to avoid any disturbance to the neighborhood. In terms of policy promotion, 4 meetings concerning pollution reduction and 2 promotional seminars on the regulations were held, each with a different theme and objective. These meetings reiterated some key points regarding air pollution control in the construction industry, and introduced various projects launched by the Environmental Protection Bureau. The promotional measures included printing and distribution of brochures. Moreover, the construction pollution control website has been established for convenient access so as to help the public to obtain the most accurate and up-to-date information. In order to gain an understanding of the public’s awareness of the operation of the air pollution fee reporting system, as well as to collect relevant suggestions for the implementation of improvements, a questionnaire survey has been conducted with 628 valid samples being returned.
