Based on “Regulation of New and Existing Chemical Substances Registration”, the Chemical Substances Registration Center (hereinafter CSRC) was founded and executing chemical substance reviewing, registering and all the relevant promotions in Taiwan. The main accomplishments of the CSRC are divided into four aspects.
Receiving and reviewing new and existing chemical substances registration: Completed the receiving, reviewing and approving of new chemical substances registration (including Polymer of Low Concern prior evaluation), and existing chemical substances evaluation systematically. More than 430 new chemical substances and 20,000 existing chemical substances are registered and approved to this day. The inventory of existing chemical with 100,500 substances is well-established.
Establishing and executing the management and tracking of new and existing chemical substances: Set up the mechanism for receiving new information, accepting the case for renewing registrants’ information. The Chemical Substance Registration Center established all the standard operating procedure and reviewing principles, by means of registering tool (Chemist 3.1) and the open data platform, implementing the registration in Taiwan successfully.
Founding CSRC and set up consulting service line with sufficient customer service resources: The office was founded in Nov. 2014; 10 telephone lines with recording system and the independent reviewing zone were set up. The total customer service case is 14,196, namely more than 1,050 per month. In addition, to fulfill the public’s expectation to increase the government’s efficiency, the CSRC assisted the integration between the EPA (Environmental Protection Administration) and the MOL (Ministry of Labor); building up the “one-stop window” for registration. Finally, the “FAQ101” and the “Guidance for new and existing chemical substances registration” is completed, providing users a clear reference.
Conferences and illustration meetings: The conference, which experts in relevant fields participated, was held to establish the unified principle for reviewing. In addition, 40 counseling meetings were held to promote the project; with the total number of participants was more than 5,200, more than 6,000 handouts were dispatched.
