103-104年度高雄市加強街道揚塵洗街計畫

中文摘要 有鑑於本市道路揚塵造成相當程度空氣污染,為持續降低本市道路揚塵量,針對本市道路經規劃後,透過加強街道揚塵洗街作業與相關改善措施之執行,有效降低本市道路揚塵量及維持市區道路之整潔,以減少沉降於路面之粒狀污染物再度被揚起的機會,爭取實質的減量效益,改善本市空氣品質。本計畫全程為自103年5月9日起至104年12月31日止。而依契約規定須於執行洗街前應進行道路普查,故普查道路自103年5月即開始執行,而洗街車相關設備及車輛監控系統於103年6月才經機關測試同意核備,故自103年6月起才開始進行洗街相關作業。本次期中之期程為自103年計畫開始至103年12月31日止。而其執行成果摘要則分述於后。

2014-2015 Improvement Plan of Fugitive Dust Abatement by Using Street Flusher Trucks in Kaohsiung City

英文摘要 For the sake of reducing the air pollution which from the wind-borne dust, the plan takes the project of Strengthen streets dust washing and sweeping work for important; besides, promoting the quality of the project and relative works. This project could prevent the dust of roads be raise again. It is not only reducing the amount of wind-borne dust effectively, but also keeping roads and streets in the urban area. The whole project is started from 09/05/2014 to 31/12/2015. According to the contract, the road census must be done before the street washing. Therefore, the road census is begun from May2014, and the related equipment of street washing vehicles and vehicles’ monitoring system are operated after the authority testing in June2014. Thus, starting the wash street plan and its related jobs are since June2014. The main work and fruitful results in the project are as following: 1. The task amount of street washing In the year of 2014, the task amount for street-washing had carried out 32,581.008 kilometers. Each year the amount of work required for the street washing at least 32,400 km, the accumulated percentage of 101%. As the amount of work to the stage of the calculation, because this project began to perform the job so that the first phase from June (January to March) there is no amount of street cleaning job. The second phase (April to August) of the target amount of 4,800 kilometers or more to complete the amount of 4,940.697 kilometers, the rate reached 102.9%. The third phase (September to December) of the target amount of 27,600 km, complete the amount of 27,640.311 kilometers, the rate reached 100.2%. Street washing operation volume 32,556.567 kilometers in 2015, total percentage is 100%. As the amount of work in order to calculate the phase of the first stage (January to March) of the target amount is more than 12,600 km, complete the amount of 12,605.553 kilometers, reaching 100%. The second phase (April to September) of the target amount of 7,200 kilometers or more to complete the amount of 7,224.347 kilometers, the rate reached 100.3%. The third stage (October to December) of the target amount is more than 12,600 km, complete the amount of 12,726.667 kilometers, its conversion rate reached 101%. During the execution period of 2014/2015, it notified by the Kaohsiung EPA to enhance the street washing operation when the amount of particulate pollutants is rising, a total of 10 times, with the street washing 3,263.932 km. 2. General Investigation of Roads In 2014, 905 times and 1,478.57 kilometers of roads investigation had been carried out in this project. Among them, 358 roads have been graded A (approximately count for 549.61kms), 421 roads have been graded B (approximately count for 702.76kms), 126 roads have been graded B (approximately count for 226.20kms). In 2015, 1,222 times and 1741.4 kilometers of roads investigation had been carried out in this project. Among them, 476 roads have been graded A (approximately count for 6645.30kms), 615 roads have been graded B (approximately count for 903.80kms), 131 roads have been graded B (approximately count for 192.30kms). The B-class roads is the majority group in the city, and the C-class road is located substantially in processing zones and industrial zones; there is a high frequency of cars pass in and out as well as relevant construction projects. 3. The water supply of street-washing There are six sites of water resources could be used normally, namely China Steel Corporation, Yongan Industrial District sewage treatment plant, Dashu sewage treatment plant, Nanzi sewage treatment plant, Fengshan sewage treatment plant, Nanzi processing zone sewage treatment plant. Wherein Fengshan sewage treatment plant and Nanzi sewage treatment plant processing zone have been established during program execution, and relevant water equipment have been completed. The project has been completed total 7 times of the annual water detection operation between 2014 and 2015, the water intake point of the quarterly report on water quality test results are consistent with the effluents standard. 4. Supervision and Examination There are 40 times examinations completed in 2014; there are 72 times examinations completed in 2015. During the process of supervision, the majority of mistakes could be improved immediately via checking markers’ guiding correction. In addition to this, the EPA also undertakes the external audits from time to time to ensure the quality of the execution. 5. Citizen feedback It had received 20 feedback and cases from the public during the 2014 program. There are 5 feedback which are belonged to the issue of slippery road or street caused by the street-washing, at 25% of total citizen feedback in 2014. In terms of the statistics, places Nanzi district with 4, followed by the Qianzhen district, Xiaogang district, Qiaotou district with 3 respectively. Furthermore, the special petition is based on the cases of Lingya District gas explosion renewal proposals for strengthening wash the main street. 6. Effects Assessment The 2014 program followed by 48 street dust sampling and analysis work, which includes A-class road seven times, B class road 19 times and C-class road 22 times, calculated on the street washing operation to the dust of the street the average removal efficiency of 84.6%, and the test results showed that the size of less than 75μm and then the raising dust removed efficiency of 88.6%. The 2015 program followed by 48 times testing operations, which includes A-class road 9 times, B class road 11 times and C-class road 28 times, and calculate the street washing operation of the dust of the street to the average removal efficiency of 83.6% and the test results showed that the size of less than 75μm and then the raising dust removed efficiency of 88.5%. Based on the data of this project before and after washing the street shows that the road through the street washing has a good job after the street dust load removal efficiency and an average efficiency of street washing and dust removal rate of 80%, also in line with the EPA the specification of the street washing efficiency reached 70% or more of the provisions of the clean environment and air quality maintenance and improvement of considerable help. 7. Propaganda To 2014 program, the project has provided 3 press releases on the street washing vehicles advocacy, thus on 05/11/2014 and 27/11/2014 completed 2 press releases published in the newspaper. To 2015 program, the project has provided 3 press releases on the street washing vehicles advocacy, thus on 20/03/2015, 02/10/2015 and 28/10/2015 completed 3 press releases published in the newspaper. What is more, the related information is uploaded to "Improving Kaohsiung Washing Street Project Site" and YOUTUBE to offer all citizens could access to relevant information through the Internet at any time. 8. Satisfaction survey The satisfaction survey sampling in an effective sample size of 30 parts over a large area of Kaohsiung-based survey area contains a large area of Kaohsiung 16 extracts with 601 valid samples. In 2015, the most serious problem is the road dust. People’s the aware of street washing vehicles increases from 62.1% in 2014 to 73.7% in 2015. The unbothered level of the street washing cars increases from the 56.3% to 62.1%. From 2014 to 2015, obvious improvement items are: (a) excessive water (b) wet pavement after washing (c) the traffic caused by the slow speed of street-washing cars (d) the excessive noise of the motor running. People’s satisfaction on the street washing vehicles performance are above thirty percent, showing the attitude of street cleaning job service staff affirmed by the people, and the relevant job can indeed be effective in improving the environment and improve air quality. The 2015 satisfaction (including satisfaction and very satisfied) was significantly better than the performance in 2014, and the percentage of dissatisfied (with dissatisfied and very dissatisfied) also decreased significantly. It shows the results of the street washing, people quite satisfied with the project. And up to 32.4% of respondents believe that markets and night markets should be washed at least once a week better. Respondents evaluate the Kaohsiung city’ street washing vehicles performance (average 3.30), worker satisfaction (average 3.37); satisfaction (five-point scale, the average of 3.30 - 3.37), overall satisfaction with more than thirty percent. Generally speaking, the results of operations of the washing for the Kaohsiung’s people is quite satisfactory.
