In order to promote Taichung City as a low carbon demonstration city and a world-class of low carbon city, the Environmental Protection Bureau, Taichung City has been doing the promotion to accord with the concept of energy-saving as well as low carbon of city development vision through given guidance or subsidized award. The aim of this project was to extend low carbon city policy and declare the people’s response to the construction of low carbon living cycle of Taichung City. In addition, we have assisted to establish laws and regulations of low carbon city and evaluation model of low carbon decrement effect. Subsequently, we can thus assist to evaluate the execution effect of the strategy of carbon emission abatement. Moreover, this project has been coordinating with the execution of controlling and examining Taichung City government’s promotion of low carbon city construction white book in which lists and controls the promotion and execution rate of progress for the related carbon abatement step plans. Further, the working group of this project has been submitting the examining report seasonally.
Additionally, the report has accumulated and completed the following six main working items: 1. Our working group has searched and collected six internal low carbon demonstration cities and/or islands for the analysis of regulations, case studies, and carbon abatement achievements; 2. has searched and collected seven oversea low carbon cities and/or countries for the analysis of case studies; 3. has conducted 5 terms of incubation training courses for low carbon seed tutor ,12 screenings within organs carbon lecture , has finished 101 terms of educational extension activities and carbon reduction broadcast propaganda broadcast prop 400 grade; 4. has given guidance to and finished 10 bureaus, and/or departments, abstract tables for yearly and itemized carbon abatement steps for the examinations and suggestions ; 5. has executed the 1st, 2nd, 3th seasons and 2014 year controlling and examining working items for the promotion and execution rate of progress of the related and controlling-listed carbon abatement step plan in promoting low carbon city construction white book; 6. To promote the construction of low-carbon urban citizens felt as design saving energy and reducing carbon advocacy 3,000 items, organized the "low-carbon city of Taichung Outstanding Contribution Award" selection and award; handle "carbon Youth Roundtable," "low-carbon city Forum "and" will be released the results of a low-carbon city "and go through four games with the press conference, issued 6 press release, briefings and meetings to study and to facilitate the determination of low-carbon city to the public and stakeholders drumming up city and related policies.
