生質物能源化應用與提升生質能利用策略規劃計畫

中文摘要 廢棄生質物每年提供全球約3-4%生質能源的料源來源,廢棄生質物之能源化為資源回收再利用之重要政策,本計畫旨在對於評估不同生質物能源化推動效果之評估,以生命週期評估方式,估算相關之節能減碳之效益評估與建議。同時,為使生質物能源化政策得以推動,另規劃永續生質能驗證機制,以擴大生質物能源化應用範圍與料源之穩定性,最後,亦將計畫執行成效,透過辦理相關研討會議及環保論壇方式,以達政策推動之宣導之效果。以下為本計畫執行重要成果: 一、完成國內外驗證機制與生命週期評估文獻彙整,包括歐盟、中國、澳洲、美國、德國瑞典丹麥、澳洲等國家LCA評估案例10篇以上,並依應用技術整理推動之政策意涵,以及後續應用在永續生質能源驗證之可行性。 二、完成國際永續生質能驗證之一般生質燃料/液體燃料系統類型中,較重要性的機制包括:RSB、ISCC及REDcert等,就其推動的方式,各制度之審查原則與目前廠商申請數量等,進行綜整,並規劃ISCC做為我國制度之推動之重要參考。 三、完成我國永續生質能驗證機制建立之法規與配套措施之規劃,包括2項新增草案「永續生質能驗證作業準則」及「永續生質能驗證審議會設置要點」、5項修正草案,如溫減法、再生能源發展條例等條文修正建議,並規劃4項執行永續生質能驗證所需之驗證表格與規範,完成我國生質能認證與驗證之費用成本資訊蒐集與估算。 四、透過3種永續生質能驗證推動可能的不同情境分析並提出說明,包括國際永續生質能驗證系統證書採認情境說明、認證機構實施行驗證機構認證案例說明、驗證機構執行驗證稽核案例說明及溫室氣體排放驗證與減排效益試算,除了驗證本研究規劃之可行性外,亦可做為後續制度推動之參考。 五、辦理2場次之講座會議及專題研討會,共計114人次之產官學研與會,就生質能源之推動策略與永續生質能驗證機制之發展進行一天之研討,除做為制度規劃之參考外,也具有制度推動宣導之效。

The applications of Biomass energy use and the enhancement strategy of promotion biomass energy proj

英文摘要 Waste biomass material consist approximately 3-4% of global biomass energy source each year. Bioenergy utilization is an important policy that recycles waste biomass material. This project is designed to evaluate the effect of different biomass for bioenergy, and use life-cycle assessment methods to estimate the benefit of carbon reduction. Furthermore, sustainable biomass energy validation mechanism is planned to promote biomass-energy technology policy that expands the ranse of biomass and bioenergy applications and stability range of various material sources. Finally, the implementation becomes effective through the guidance of conference and forum. This research achieved important enforcement results as follows: 1.Complete domestic and international authentication mechanism and life cycle assessment literature archive, including European Union, China, Japan, Australia, US, Germany, Sweden and Denmark. And organize policy implications according to the applied of technology. 2.Complete the international sustainable biomass energy verification of the general biofuel / liquid fuel system type, including RSB, ISCC and REDcert. 3.Establish regulations of sustainable biomass energy validation mechanism and plan for supporting measures, including studying two new drafts, modifying five drafts, planning four verification forms and norms, and estimatins the cost of biomass energy certification and verification. 4.Propose explanation through three different analyzed scenarios, including explanation of the situations to adopt international sustainable biomass energy certificate verification system, explanation of the cases of the certification organizations verifying the implementation , explanation of the cases for certification organizations to perform validation and audit, verification of greenhouse gas emissions reductions and benefits calculation. 5.Holding 2 seminars and conferences workshops, and about 114 people attending to the meeting, which contains industries, official and research organization. At the meeting, there are many discussions about the promotion of the quality of the Energy Strategy and sustainable biomass energy development mechanism validation conducted.
