103年度新竹縣土壤及地下水污染調查及查證工作計畫

中文摘要 摘要 本計畫已依契約規定完成各項工作(如表摘-1),工作成果彙整說明如后。 地下水質管理︰新竹科學園區寶山地區已完成上、下半年度21口場址周邊地下水質監測、12口周界預警監測,調查發現位於三氯乙烯高濃度區之監測井J00139三氯乙烯濃度為0.0542~0.0578 mg/L,超過管制標準,又州界預警監測中MW37仍測得微量含氯有機物。霄裡溪流域沿岸上、下半年度地下水質監測、共計8口次監測作業中,特定重金屬銦、鎵、鉬,均低於各項法規水質標準。新竹工業區周界共計完成6口次地下水質監測,所有監測項目濃度皆低於污染管制標準。飛利浦竹北廠下游四氯乙烯濃度低於污染管制標準。地下水監測井預警網完成5口設井及一次監測工作,分別為位於台元科技園區周界2口、新竹生物醫學園區周界2口、五華工業區下游1口,監測結果所有監測項目均低於地下水污染管制標準,僅監測井J00190驗出微量含氯有機物。 列管場址管理︰針對完成污染改善之中華化工竹北廠、香山暫存場、君朋加油站及新湖口加油站等場址,執行土壤及地下水複驗工作,複驗結果均低於污染管制標準,環保局分別於103年8、9月公告解除列管。針對101~103年解除列管之員山加油站、台安加油站、中華化工竹北廠、君朋加油站執行地下水監測工作,監測結果均低於污染管制標準,顯示經污染改善後,場址內地下水質呈穩定狀態。 本計畫協助辦理民眾陳情及緊急應變工作共計11案件、15次檢測分析︰竹北市新泰路灌渠水質異常之底泥品質調查案件(103-01),調查結果底泥重金屬銅、鋅、鎳超過底泥品質標準上限,以由污染行為人完成底泥清淤作業。新埔鎮南平路旁土壤調查案件(103-02、103-12),第一次(103.1.2)調查結果土壤pH值小於1呈異常狀態,第二次(103.9.26)調查結果土壤pH值3.5、周邊環境背景代表值5.4,顯示確有土壤酸化狀況且歷經9個月仍未完全復原。寶山鄉雙林路二段農地陳情案(103-03、103-11),初次(103.3.14)調查結果土壤總石油碳氫化合物超過污染管制標準,經召開協調會後,由施工單位負責協助改善後,辦理驗證(103.8.29)結果土壤總石油碳氫化合物低於土壤污染管制標準,可恢復農地正常耕作功能。湖口鄉南窩路底泥陳情案件(103-10、103-13),採集鄰近工廠廠外放流水下游及廠內放流前處理槽排出之底泥,比對發現廠外重金屬銅的濃度超過底泥品質上限與廠內排出放流水有關。其餘7件案件經緊急應變調查後,皆無發現污染情形。 本計畫完成83口監測井上、下半年度巡查修護工作,執行地下儲槽事業申報審查,並篩選30家進行土壤氣體及書面資料勾稽查核作業。本年度協助環保局完成全國土水業務檢討及教育訓練會議,另也辦理列管事業法規宣導會(2場)、跨縣市業務交流觀摩(1場)、業務人員教育訓練(4場)、校園宣導及其他土水宣導活動(18場),協助環保局於2014年土水盛會環境展參展工作,並每月提供月報、定期更新土水系統資料、建置計畫網頁。

Project of Soil and Groundwater Pollution Survey and Investigation in HsinChu Country,2014

英文摘要 Abstract This project has been completed all works with the contract (see table 摘-1). And the results of works as described later. The groundwater quality management: The annual groundwater quality monitoring of Hsinchu Science Park in Baoshan has been completed in 33 times. It found that the well J00139 located pollution sites TCE concentration was 0.0542 ~ 0.0578 mg/L, exceeding control standards, and the early warning well MW37 measured trace chlorinated organics. The annual groundwater quality monitoring of Xiao Li River watershed has been completed in 8 times. The groundwater quality concentration of Indium, Gallium, and Molybdenum in Xiao Li River watershed were lower than the groundwater control standards. The annual groundwater quality monitoring of Hsinchu Industrial Park has been completed in 6 times. All of monitoring items were lower than the groundwater control standards. Philips Zhubei plant downstream PCE concentration were lower than the groundwater regulatory standards. Five early warning wells were set up , two in Tai Yuen hi-tech Industrial Park, two in Hsinchu Biomedical Science Park, one in WuHua Industrial Park and completed groundwater quality monitoring once. All of monitoring items were lower than the groundwater control standards. The contaminanted sites management: For those sites completed pollution improvement execute soil and groundwater survey. And those results were lower than the pollution control standards, so Hsinchu EPB were announcement deregulation in August and September in 2014. For those sites been announcement deregulation during 2012 to 2014 execute groundwater quality monitoring. The results were all of monitoring concentrations lower than the groundwater control standards. It show the groundwater under those sites were clean and steady state. This project assist Hsinchu EPB with the public petition and emergency work totaled 11 cases, 15 times surveys. Seven of those cases’ survey results were no pollution situations, the other four of those cases’ survey results were found soil or sediment pollutions. And Hsinchu EPB had demand the polluter execut the pollution improvement. This project also completed: 83 monitoring wells inspections 2 times, doing the eepair and maintenance. 87 underground storage tank reports review and choise 30 stations checking soil gas and station information on the system. Assit EPA and Hsinchu EPB convened the soil and groundwater pollution improvement review and train conference. And other soil and groundwater regulatory advocacy over 18 times.
