103年臺中市營建工程空氣污染管制暨 營建工程空污費收費管理計畫
| 中文摘要 | 期末報告執行期間（統計期程103 年1 月1 日至103 年12 月31 日）， 已蒐集分析營建工程徵收、管制、污染排放削減情形及執行成果資訊進行 探討，現階段成果摘要說明如下。 1. 辦理營建工程空氣污染防制費開工申報及完工結算等案件共有 11,832 件（開工申報6,307 件、完工結算5,525 件），另本市營建 工程空氣污染防制費總徵收金額為133,260,694 元，網路申報營建 空污費申報率58.74%。 2. 已辦理 3 場區域開發高空遙控飛機拍攝，並輔導11 處大型營建工 程舖設稻草及植生進行污染防制，總舖設面積655,675 平方公尺， 每年約可削減105.2 噸的PM10 粒狀污染物排放。管理辦法符合度 平均為91.93%，平均削減率為63.06%，納管率78.29%。 3. 統計工地裁處案件，包括違反管理辦法66 處次、路面污染95 處次、 未依規定申報空污費11 處次及污染改善172 處次，改善率約100 ％。 4. 營建工程宣導作業方面，舉辦法令宣導會3 場次，包括營建工程污 染防制、噪音污染管制、空污費網路申報；另印製營建工程宣導手 冊3,000 份發送給公部門、公會及營建業者參考。 5. 統計環保署 EEMS 環保稽查處分管制系統陳情案件0 件，較去年 同期1 件減少，顯示工地管制有一定成效。 | ||

| 英文摘要 | During the interim report executing period (statistical period from January 1 to December 12, 2014), the data of levying, controlling and reducing pollutive emission of the construction projects were collected and analyzed, and the executed resulting information had been studied. Current results were summarized as followed: 1. The total submitted cases of the air pollution control fees filed at the starting and the completing of the construction project were 11,832 (at the starting 6,307, at the completing 5,525). The total collected amount of the air pollution fees in the city was133,260,694 dollars, and 58.74% of the submitted air pollution fee cases were filed using the Internet. 2. Three trips of the remote control aircraft shooting at high altitude on the regional development areas had been performed. 11 major construction projects were counseled to lay straw and plan vegetation to control pollution and the total greened area was 655,675 square meters and was estimated to reduce PM10 particle emission up to 105.2 tons per year. The averaged conformity degree to the management practices was 91.93%, the average emission reduction rate was 63.06%, and the governed inspection rate was 78.29%. 3. The statistical construction site tribunal cases included: violating the management practices, 66 cases; polluting roads, 93 cases; incorrectly filing the air pollution fee, 11 cases; and the improved pollution, 170 cases, with an improving rate of 100%. 4. Regarding the construction and planning advocating work, three sessions to advocate pollution control, noise control, use of the Internet to file the air pollution fee had been given; 3,000 advocating booklets of construction and planning had been distributed to the public sectors, associations and constructors as references. 5. According to EEMS, the petition case was zero, and was one case less than that of the last year, showing the construction size control was effective. | ||
