執行汽油引擎汽車新車型審驗、新車抽驗、使用中汽車召回改正調查測試與相關措施研訂

中文摘要 本計畫各項工作執行成果如下: 本計畫目的是協助環保署執行汽油汽車新車排放管制相關工作,主要工作包括了執行汽油汽車新車排氣管制業務、持續推動審驗電子化、研訂汽油汽車排放管制加嚴標準、及辦理低污染環保車評選推廣等四項,以管制並降低汽油汽車空氣污染物排放。 在汽油汽車新車排氣管制業務,2014年度計有318個引擎族358,198輛汽油汽車新車銷售,新車合格證明審驗計核發433件,認證值主要分布在排放標準值一半以下,廠商執行新車品管測試計有1,478輛,累計新車抽驗107輛,測試結果均符合排放標準規定;依新車排放管制相關規定,選取10個引擎族50輛使用中汽油汽車,執行召回改正調查測試,確認均符合排放標準相關規定;進口國外使用中汽油汽車計有9,563輛以逐車測試辦理核章,約佔新車數量2.7%左右,80%以上車輛之行車型態排放測試結果,低於排放標準值的一半以下。 審驗電子化相關功能修訂部分,除配合例行性的系統功能維護外,本計畫就審驗與相關業務需求檢討,於審驗作業系統增修如:引擎族及車型名稱的檢查功能,與汽車之排測及測試資料彚整分析功能,完成審驗業務所需之品管測試及新車抽驗之管理功能的建置,以及系統排測資料傳輸機制、檢核、查詢與統計等完成系統功能的建置,提供汽油車新車量產一致管制及進口使用中汽油汽車排放測試的參考。 研訂汽油汽車排放管制加嚴方向上,持續彚整先進國家相關管制規定,並提出排放標準與相關規定的修訂草案,提供車輛排放管制參考;在配合汽油汽車排放管制加嚴之研究測試中,已完成48小時日間蒸發測試,檢視校正及測試相關結果,國內已具執行48小時日間蒸發測試能力;針對HEV排放測試,已完成兩輛OVC HEV排放測試比較研究,測試結果受CS狀態的測試平均值影響較大,而WLTC行車型態較NEDC行車型態測試嚴格。 辦理低污染環保車評選推廣工作上,每月彚整、評量汽油汽車之新車管制資訊,並維護、更新至環保車推廣網站,提供民眾查詢、選購低污染環保汽油汽車之參考;在2014年提供365款新車環境友善程度資訊,其中有25款環保車;再建立2015年汽油汽車環境友善評量表,為當年度評量新車環境友善程度之依據,並評選出17款環保車車型。

Implement of the new model certification, conformity of production and the recall relative investiga

英文摘要 The main objective of this project is to assist EPA to implement new gasoline vehicle emissions control related tasks, the four major tasks were: implementation of new vehicle emissions control measures; continuous promoting the electronic certification process; draft more stringent emissions standards; evaluation, selection and promotion of low emission green vehicles. Implementation of these tasks could control and reduce emissions from gasoline vehicles. As to the new gasoline vehicles’ emissions control tasks: in 2014, 318 engine families with 358,198 new gasoline vehicles were sold, 433 new gasoline vehicle emission certificates were issued; major distribution of emissions values were below half of the standards limit values; 1,478 Conformity of Production tests were performed by manufacturers; accumulated 107 new gasoline vehicle random selection compliance tests were performed and results showed that all test vehicles were in compliance; in accordance to the new vehicle emissions control provisions, 10 engine families with 50 in-use gasoline vehicles were selected to perform recall and correction tests, the test results showed that all test vehicles were in compliance; 9,563 imported in-use gasoline vehicles were applied for certification through individual compliance tests, which account for about 2.7% of total number of new gasoline vehicles; as to the results of driving cycle emission tests of new gasoline vehicles, 80% of them were below half of the standards limit values. As to the task of promote the electronic certification processes, in addition to the routine maintenance on the functionality of system, this project reviewed related administrative requirements to add or modify some functions of the certification management system: capability of checking the name of engine family and vehicle type; schedule arrangement for vehicle tests and test results analysis; established the management functionality for Conformity of Production tests and new vehicle random selection audit tests; constructed transmission mechanism, inspection inquiry and performing statistic analysis functionalities. These revisions could provide references for management of new gasoline vehicle conformity of production and emission tests for imported in-use gasoline vehicles. As to the task of tightening the emissions standards, this project has surveyed the advance countries’ emissions control measures for gasoline vehicles and proposed a draft revisions on the emission standards and its related provisions as reference for the emissions control from vehicles; to coordinate with the standards revisions, a 48 hours diurnal test was completed and its results were reviewed and calibrated and concluded that domestic laboratories have capability to perform 48 hours diurnal test; as to the HEV emissions tests, two OVC-HEVs were selected to perform comparison tests, the test results showed that the average values were more prone to be affected by the state of Charge Sustaining (CS), and the driving cycle of WLTC is more stringent than NEDC for the test. As to the selection and promotion of low emissions green vehicles, the information related to new gasoline vehicle’s emissions control being collected, performed evaluation, maintenance and updated to the low emissions green vehicle website as reference to the Public to encourage them to purchase low emission green gasoline vehicles; in 2014, degree of eco-friendly information on 365 new vehicle models were provided, within which 25 models were green vehicles; the 2015 gasoline vehicle eco-friendly evaluation table was established as basis for the selection of green vehicles, 17 vehicle models were selected as 2015 green vehicle models.
