固定污染源空氣污染物連續自動監測設施管理及輔導計畫

中文摘要 固定污染源空氣污染物連續自動監測設施(Continuous Emission Monitoring System,簡稱CEMS)應用於大型固定污染源空氣污染物排放監測及管制,除可即時掌握污染源排放情形與防制設施之操作性能外,其即時性與準確性均遠優於定期檢測之數據,可作為計算申報空氣污染防制費(以下簡稱空污費)之依據。為確保監測設施之準確性與強化整體管制機制,本年度主要工作重點包括:(1)協助CEMS管理辦法之檢討與修正;(2)針對公私場所之CEMS數據品質進行查核及輔導;(3)檢討CEMS考評制度與監督地方環保局之CEMS執行能力;(4)推廣CEMS電子化系統與行動查核工具。 本年度共針對公私場所執行廢氣燃燒塔(Flare)CEMS設置輔導20根次、揮發性有機物(VOCs)CEMS設置輔導14根次、RATA監督查核5根次、空污費計畫聯合稽查公私場所之CEMS系統與法規符合度16場次、標準氣體濃度查核5根次之查核與輔導,掌握其CEMS系統與法規符合度之狀況。並訪查16場次地方環保局,了解各轄區CEMS業務執行情形,與推廣CEMS文件電子化系統與行動查核工具,以提高查核與輔導之效率。而為提升CEMS業務人員之專業能力,辦理2場次CEMS推動與查核輔導之成果檢討說明會,分享執行實務較常發生之問題供其參考,與研擬104~105年CEMS考評制度,以有效掌握地方環保局CEMS管理品質。此外,檢討現行CEMS規範不足之處,修訂CEMS管理辦法修正草案,包括標準氣體相關規範、水分監測設施性能規範..等,與研擬第四批公告之修正草案,加強整體管制。並評析第1批~第3批公告對象操作參數連續自動監測設施(Continuous Parameter Monitoring System, CPMS)、新增三氧化硫(SO3) CEMS項目及石化業與PU合成皮製造程序設置VOCs CEMS之可行性,以順應科技與技術之進步,探討未來擴大管制之空間。

The project of CEMS management and guidance for the stationary sources

英文摘要 The Continuous Emission Monitoring System (hereinafter referred to as “CEMS”) for stationary sources of air pollution is applicated on monitoring and controlling of large-scale stationary sources of air pollution. It shows the advantages of immediately controlling on pollutant emission and operating performance of air pollution control equipments. Because of the instantaneity and accuracy of CEMS are superior to analysis-data regularly, CEMS could be the calculating basis of Air Pollution Control Fees (hereinafter referred to as “the Fees”). In order to ensure the accuracy of monitoring system and strengthen the management mechanism, the major tasks in this year includ: 1. assisting EPA to revise relevant rules and regulations of CEMS; 2. auditing and consultation for CEMS emissions data of public and private permises; 3. examining effectiveness evaluation system and supervising the execution of EPBs; 4. popylirizing the electronic document management platform and the action audit tool for CEMS. The project set counseling of flare CEMS for 20 stacks and VOCs CEMS for 14 stacks in this year. 5 stacks of relative accuracy test audit have carried out on site. We audited 16 sessions with the plan of air pollution fee checking, and selected 5 flues to test the standard gas concentration. Through the onsite consultation of 16 screening in EPB, we investigated the execution of CEMS business for each city and county. By popylarizing the electronic document management platform and the action audit tool, we improved the efficiencies of auditing and consultation. For improving the professional abilities of undertaker in EPB, we conducted two seminars on the advance and review of auditing and consultation this year. Common problems occurring in the executive process were shared in these seminars. The effectiveness evaluation system in 2015 ~ 2016 was framed for effective control on CEMS management in EPBs. Furthermore, we assisted EPA to revise relevant rules and regulations of CEMS, including the regulation of standard gas, the functional regulation of water content monitoring system, and draft of the 4th CEMS Announcement., etc. We also analyzed the feasibilities of CPMS of the 1st ~3rd CEMS Announcement, the additional item of SO3, and installing VOCs CEMS for petrifaction industry and Polyurethane Synthetic Leather production process. Base on estimating above feasibilies, the further opportunities for additional control were discussed.
