103年度臺南市加強街道揚塵洗掃計畫

中文摘要 (一) 洗街作業執行 執行道路洗街作業長度合計212,302.14公里,計畫進度總達成率為104%,總計洗街用水量為236,906.33公噸,平均逐月單位長度(公里)用水量介於1.08~1.27公噸之間,總平均單位用水量則為1.12公噸/公里,均大於合約規範用水量。 (二) 洗街作業成效評估 為評估洗街作業減量成效,並建立本市道路排放係數,於計劃期間針對60條洗街作業道路,共進行360點次洗街作業前、於洗掃作業前平均坋土負荷量為0.35g/ m2、街塵負荷量為1.97g/ m2,依環保署街塵負荷量管制目標劃分平均道路等級為B級;洗掃作業後平均坋土負荷量為0.14g/ m2、街塵負荷量為0.82g/ m2,平均道路等級提昇為A級;計算得坋土平均削減率為65.0%、街塵平均削減率為56.4%,顯示本計畫可有效提昇本市街道整體之乾淨度。 (三) 污染削減量推估 統計計畫期間共完成機具洗掃作業合計212,302.14公里,依據環保署減量公式(削減量=洗街長度×減量係數)推估,可削減TSP 2,929.8公噸、PM10為552.0公噸及PM2.5為128.9公噸。 (四) 道路髒污調查作業 進行道路髒污調查作業,103年12月至106年12月份總計普查1,929條道路8,970.59公里,其中A級道路1,330條,5,952.9公里,佔66.4%;B級道路599條,3,017.66公里,佔33.6%;C級道路0條佔0%,顯示本市道路乾淨程度較高。而普查結果顯示,都會區域之道路B級比例較高,主因為車流量影響所導致。若從季節分佈來看則以春、秋季之B級道路比例較高,因此季節為農耕髒污好發季節。 (五) 整合本市洗掃資源 逐年邀集道路管理權責單位召開街道洗掃作業分工協商會議,並建立道路髒污通報查處機制,共計辦理3場次;同時彙整本市公有公營洗掃單位洗掃作業長度,計畫期間共計洗掃998,122.2公里,推估TSP削減量約13,774.1公噸。 (六) 企業道路認養推動 推動9個工業區與78家民間企業進行道路認養作業,並完成企業認養執行數據線上回傳頁面製作,統計至106年12月底,企業認養總長度達129,949.4公里,今年度總家數達成率已達100%。 (七) 空氣品質惡化緊急應變 配合環保署空氣品質惡化預警通報啟動緊急應變洗街作業,共計執行415天次,累計加強洗街82,840.14公里;推估TSP削減量約1,170.8公噸。 (八) 農耕機具道路污染改善 於本市稻作收穫面積較高之行政區,完成6場次農耕髒污改善宣導說明會辦理人;同時針對高污染風險路段執行巡查作業,已完成147條高污染道路進行普查,並已開出12張勸導單及通報相關案件102件。 (九) 積極管制作業 1.空品惡化緊急應變措施 2.建立髒污道路聯合通報查處機制 3.協助局內進行宣導作業 4.配合環保署逸散污染源空氣污染物排放管制及減量計畫通報清掃作業。

Tainan City Project for Intensified Dust Washing in 2014

英文摘要 1.Street washing 212,302.14km of street washing by machine were performed during the project with 104% achievement. 236,906.33tons of water was used for street washing with an average of 1.12 tons/km. 2.Performance evaluation for street washing As an effort to evaluate the performance of reduction of street washing and to establish the road emission coefficients of the City, street dust load tests were performed at 360 locations before and after the sweeping and washing. 60 roads and streets were selected for the quarterly tests. The silt load was 0.35g/ m2 and street dust load 1.97g/ m2 in average before implementation. This qualified class B for the roads and streets selected as per the street dust load control target values established by EPA. However, the roads and streets were qualified for class A after implementation as the silt load was 0.14g/ m2 and street dust load 0.82g/ m2 in average. The calculation showed that reduction was 61% for silt and 58% for dust in average, indicating significant performance of the street washing and sweeping in terms of the reduction of street dusts. 3.Estimated pollution reduction According to the project results, 212,302.14.1km of roads and streets were swept and washed during the project. With the reduction equation of EPA(reduction = length of streets washed × reduction coefficient), the reduction was estimated to be 2,921.5 tons for TSP, 552.0 tons for PM10 and 128.99 tons for PM2.5. 4.Survey of road pollution A total of 1,929 roads were 8,970.59 kilometers, of which 1,332 were Class A roads with a total capacity of 58,800.02 kilometers, accounting for 66.1%; Class B roads were 597 with 3,017.06 kilometers or 33.9% 0% of Grade C roads show that the roads of this Municipality are more clean. The census results show that the proportion of urban areas of the road B-level higher, mainly due to traffic flow caused by the impact. If we look at the seasonal distribution, we will see that the proportion of grade B roads in spring and autumn is relatively high, so the season is the dirty season for farming. 5.Integration of the City’s street sweeping and washing resources Year-by-year road management authority units invited to convene a street washing operation division of labor consultation and establish a mechanism for the investigation and reporting of road dirt, for a total of 3 games; at the same time the city public cleaning units sweeping the length of operation, the total washing program during the sweep 1,003,178.3 kilometers, estimated TSP reduction of about 13,843.9 tons. 6.Road adoption by businesses for maintenance Promote road construction in nine industrial zones and 78 non-governmental enterprises and complete production support for online adoption of adoption data. Statistics show that by the end of December, 106, the total adoption of enterprises has reached129,949.4 kilometers. The total number of successful families in this year has reached Up to 100%. 7.Response to air quality deterioration In the administrative area with a high harvest area of rice cultivation in this Municipality, 6 person-times of agricultural pollution improvement and declaration briefing sessions were completed. In the meantime, 147 polluting roads were surveyed for high-pollution risk road sections and censuses were completed 12 persuasion orders and notification of 114 related cases. 8.Improvement of road pollution caused by farming machines and equipment In the administrative area with a high harvest area of rice cultivation in this Municipality, 6 person-times of agricultural pollution improvement and declaration briefing sessions were completed. In the meantime, 147 polluting roads were surveyed for high-pollution risk road sections and censuses were completed 12 persuasion orders and notification of 114 related cases. 9.
