This plan was established to assist the Environmental Protection Bureau in the auditing and inspections of fixed pollution sources in the attempt to determine the emission of air pollutants. The auditing efforts covered 205 sites during the plan, including 112 effluent pipes from factories, 30 points at the premises of several factories, 30 sites of sulfur-containing liquid fuel and 10,000 points of detection on leaks from equipment. In addition, the motoring and survey of environmental heavy metal and dioxin discharge in areas of high pollution risk were conducted. 6 factories were added to the VOC emission fingerprint database for 50 points totally. For hot zones for fault smell complaints, FTIR and FLIR were used for monitoring and investigation. Suspicious sources of environmental pollution were identified through scientific sampling, testing, evidence collection and identification. Inspections were performed on 481 sites of fixed pollution source in order to have a better understanding of the process and materials introduced in these factories as well as push them to meet local air pollution regulations. Video surveillance and micro weather stations were established in specific areas to improve control accuracy and gather evidence of pollution. Furthermore, survey was conducted for improvement of high priority complaints. Local people were interviewed to gain information on the cause of high profile cases or current pollutions, as to encourage the improvement of pollution source and thus satisfy people. Efforts were invested on the maintenance of response energy for major air pollutions. Incident response drills and wargaming simulation were planned to improve disaster rescue and realize lateral communication mechanism.
