Because of rapid economic growth, in advanced nations, the number of motor vehicles in use has increased tremendously. This increase not only causes traffic congestion, it also lead to air pollution problems. In managing the use of gasoline and diesel vehicles, the United States has been active in promoting the management of these vehicles as compare to the other various advanced nations. The United States not only developed a number of control technology solutions on mobile pollution sources, it also actively promoted a regular inspection and maintenance system. Regarding its regulatory system, the inspection standard on new car has gradually become strict over the years. To regulate vehicles in use or used vehicles, the United States has adopted a comprehensive implementation of periodic inspections and a maintenance system in order to improve air quality and safeguard the health of its citizens.
Given the rapid economic development of our city, which has become a major industrial city, the traffic volume has increased over the years. As of the end of May, 2015, the number of registered diesel buses and large cargo vehicles has reached 21,188. According to the research results administered in 2012, the International Agency for Research on Cancer (IARC) of the World Health Organization (WHO) announced that they would modify the cancer influence rating of the emissions from diesel vehicles from very likely (2A Group)to certain (1Group). Of the composition of the exhaust emissions of diesel vehicles, the effect of the particles is extremely high. To alleviate the effects of the exhaust emissions of diesel vehicles on air quality and human body, the main tasks of this project is to implement the inspection of the diesel vehicles and its related promoting work. By supplementing the inspection with educational advocacy, the goal is to decrease the degree of air pollution caused by diesel vehicles in order to achieve the goals of improving air quality and maintaining the health of our citizens.
