103年度連江縣土壤及地下水污染調查及查證工作計畫
| 中文摘要 | 1.本計畫依契約規定完成各項工作，工作成果摘要如下： 2.土壤污染調查及監測結果：完成復興村農地及馬祖高中旁農地、9處撥交營區及南竿鄉福沃段152-3地號和南竿鄉仁愛段988地號土壤調查，檢測結果僅復興村農地一點次土壤樣品超過食用作物之監測基準值，其他皆符合相關標準。 3.地下水監測井維護管理與地下水質監測成果：執行今年度上下半季共計18口次場置性監測井外觀巡查及內部功能檢查工作，依巡查結果進行3口次外觀維護更新，及5口次井體設施修復，完成中正國中小監測井變更為教育監測井工作，並設立教室看板，3口次場置性監測井井況評估及2口次再次完井作業，包含完井後2口次井中攝影進行井中狀況再次確認，井中潔淨度明顯提升；枯、豐水期地下水監測作業，結果均符合地下水污染管制標準。 4.加油站輔導與稽查作業成果：完成3次地下儲槽網路申報及資料審查作業、16站次加油站現況輔導，及7站次加油站測漏管功能檢測，並針對梅石加油站進行土壤污染調查，檢測結果皆低於土壤污染管制標準。 5.列管場址管理作業：列管場址定期執行每兩個月乙次巡檢作業，針對查核缺失項目均經由填寫查核紀錄表向環保局回報。 6.辦理法規宣導作業：完成3場次土壤與地下水相關宣導說明會及5場次校園教育宣導說明會。 7.緊急應變事業：完成軍醫院旁電池庫土壤重金屬污染調查，調查結果顯示土壤中重金屬皆低於土壤污染監測標準，及東引北澳油庫地下水污染調查，其中MW3監測井地下水檢測結果顯示TPH濃度超過地下水污染管制標準。 | ||

| 英文摘要 | For the environmental sustainability, the program of “The Survey of Soil and Groundwater Contamination in Lienchiang County in 2014” has been advanced, which involves: 1) To investigate soil of farmland and high pollution potential martial sites. 2) To verify soil of sites. 3) Groundwater monitoring wells maintenance and groundwater investigation in both dry and wet season. 4) To assist and supervise declaration and facilities improvement of gas stations. 5) To supervise control sites. 6) Advertisement of soil and groundwater contamination prevention. 7) Dealing with emergency cases, and administrative assistances. The plan has been executed from January 14th 2014 to December 31th 2014, and the results of implementation are summarized as follows. Firstly, the soil investigations of agricultural lands of Fu-hsing Village and those to Matsu High School were completed. The results showed that a farmland in Fu-hsing Village was contaminated by zinc, exceeding monitoring standards. In addition, the soil surveys of high pollution potential sites were completed, like transferring martial sites, and the results were below the monitoring standards. The task of groundwater monitoring wells inspection was implemented twice this year averagely and there were totally 27 maintenance works finished. The three groundwater monitoring well screens also were completed, and two purges of monitoring well were implemented according to the screen results. Besides, there were 9 monitoring wells surveys accomplished in both dry and wet season, and whose results indicated that there were 3 groundwater samples exceeded monitoring standard of general material. The soil investigation of Mei-shei gas station had been accomplished, the concentrations of total petroleum hydrocarbons were below control standards. Furthermore, there are two control sites in Lienchiang County, which have been examined bimonthly. The groundwater of Dongyin Pei-ao fuel depot was investigated, and the results demonstrated the TPH concentration of MW3 monitoring well was 37.4 mg/L, about triple of the control standards. Lastly, in terms of laws enforcements and education, the meeting about gas stations management, sediment quality management and technology, and rationality of fertilizing were held. For the purpose of pursuing success assessment, the team assisted Lienchiang Government Environmental Protection Bureau to publicize the concepts of environmental education to elementary school. | ||
